Flexible and smooth resolution of land procedures

After more than 3 months of operating the 2-level local government model, the settlement of administrative procedures in the land sector at the commune level in Dong Nai province has basically stabilized. Units have flexibly accelerated the progress of granting land use right certificates to organizations, businesses and people with many creative solutions, applying technology, digitizing land data to make information transparent.

Along with that is the acceleration of administrative procedure reform, the implementation of a 90-day campaign to clean up and enrich land data, aiming to serve people effectively.

Cut out many middlemen

Open to receive people from 7:30 every day, Nha Bich Commune Public Administration Service Center is always crowded with people coming to do procedures and documents, especially in the department receiving documents in the fields of land, construction, and environment.

Having to travel far to do land procedures, Mr. Nguyen Hung Vuong, a resident of Ho Chi Minh City, feels satisfied because the procedures are always handled quickly. “After implementing the 2-level local government model, we do not have to go to many places like before, the time is greatly reduced. All land documents are received and processed properly at one location, creating maximum convenience for the people,” Mr. Vuong happily said.

In recent years, the real estate market has been quiet, but due to the increase in land fluctuations after the merger of administrative boundaries, the number of files processed in this field has also increased. "The commune has arranged staff to guide citizens to submit files, fill in information on application forms and declarations; check the content and components of the files, guide them to create accounts, submit files and pay online on the public service portal. Thanks to that, the average file processing time has been shortened by about 2 days compared to before" - Mr. Tran Van Hoang, Deputy Director of Nha Bich Commune Public Administration Service Center said.

Statistics from July 1 to September 20, 2025, the Land Registration Office of Dong Nai province received nearly 112 thousand new records, including more than 116 thousand transition records. Of which, more than 88 thousand records were resolved, the rate of correct and early resolution reached 99.6%.

Although the number of land records of Nha Bich commune is not overloaded, in the process of receiving and resolving, there are some problems in the connection of data between: National Public Service Portal, Dong Nai - S management and operation system and Dong Nai province's land management software are not synchronized; people are slow to pay land tax obligations... Mr. Dang Quoc Hung, Vice Chairman of Nha Bich Commune People's Committee shared: "We have proposed many solutions to arrange staff to monitor, urge, and remind departments to promptly resolve, promote data connection; cut many unnecessary intermediary steps; send notifications to people when records are late... This limits the situation of people waiting without knowing the reason".

Coming to the Dong Tam Commune Public Administration Service Center to complete land records, Mr. Nguyen Khanh Nga and many other people were very happy because in less than an hour of waiting, the center's staff had completed the records and sent an appointment letter to receive the books after 15 days. Mr. Nga said: "I didn't think it would be so fast. This is a testament to the spirit of creativity, responsibility, and serving the people that the commune leaders promised to the people." Of the total 72 land records that Dong Tam Commune has received since the beginning of July, there are some records that are in the process of being resolved and have encountered difficulties, but thanks to the flexibility and determination to completely resolve the problems, it has created trust among the people.

Mr. Nguyen Chi Thuong, Vice Chairman of Dong Tam Commune People's Committee, said: The government has quickly set up land procedure support points, arranged staff to guide citizens to complete their documents, and overcome the situation of returning and supplementing documents many times. Therefore, up to now, many qualified documents have been resolved.

Bringing land procedures "closer to the people"

To quickly resolve administrative procedures that are still difficult for people, the Department of Agriculture and Environment of Dong Nai province has sent nearly 300 officials to perform tasks at the public administrative service centers of 95 wards and communes in the province to coordinate the implementation of state management tasks, especially in the field of land, a "hot" field in many localities.

Mr. Nguyen Xuan Thao, an expert from the Land Registration Office of Dong Nai province, said: “Due to the sudden increase in the number of records after the merger and implementation of the 2-level local government, the Binh Long ward branch receives 70-80 records every day. Therefore, we are trying to support day and night, working closely with the locality to carry out tasks to immediately resolve the backlog of records. The arising problems and recommendations from the grassroots will also be compiled and reported to the local authorities for synchronous and appropriate solutions.”

In addition, the Provincial Land Registration Office is also prioritizing resources to implement the "90-day campaign to clean up and enrich the land database and synchronize it with the national land database". This is a prerequisite step in the process of standardizing and building a "correct, sufficient, clean, and alive" data system.

Mr. Mai Van Phan, Deputy Director of the Department of Land Management, Ministry of Agriculture and Environment, said: The campaign will focus on authenticating information about land users and property owners, including land plot numbers, land use right certificates, house ownership rights, as well as citizen identification card numbers synchronized with the National Population Database. Thus, when standardized, enriched, and cleaned, each land plot will have an identification code. When people look up information, they will have transparent and complete information, while helping to reduce paper records, towards faster administrative procedure settlement.

Although there are still certain limitations, after more than 3 months of operating the 2-level local government, thanks to closely following the goals and tasks to direct and operate decisively, synchronously, promptly remove difficulties and obstacles, and thoroughly resolve existing problems and limitations right at the grassroots level, especially in the field of land, Dong Nai has gradually realized a modern public administration system, close to the people and for the people.
