Lam Dong gardeners are in trouble because of the restriction on giving flowers on the occasion of the opening ceremony.

Mr. Phan Thanh Sang, Chairman of the Dalat Flower Association (DFA), said that many members, shops and flower farmers in Lam Dong are facing great difficulties right after the official dispatch from Ho Chi Minh City restricting the giving of congratulatory flowers for the opening of the school year.

The document was issued just one day before the school opening, causing difficulties for many members, flower shops and gardeners. Hundreds of thousands of flower products that had been prepared, packaged and even transported to delivery points are now facing the risk of inventory and mass order cancellations.

The opening day of the new school year is not only an important occasion for the education sector of the whole country, but also a great opportunity for the Lam Dong Fresh Flower industry - the largest fresh flower production center in Vietnam to increase revenue.

However, the issuance of Official Letter No. 1966/SGDĐT-VP by the Ho Chi Minh City Department of Education and Training, dated September 3, 2025, regarding “not accepting congratulatory flowers in any form” close to the opening day of the school year has caused many serious consequences for businesses, flower shops in Ho Chi Minh City and flower farmers in Lam Dong.

Toan Cau Viet Phap Flower Company - a leading unit with 25 years of experience, described this as a "fatal blow" to the flower industry value chain, causing huge losses in design costs, human resources, operations and raw materials. Many fresh flower products are at risk of becoming organic waste after only a few days because they cannot be preserved for a long time like other products. Farmers, gardeners and material suppliers are also affected by the chain reaction because many contracts are canceled midway.

A flower shop owner in Ho Chi Minh City shared: “We have received 100 flower orders for the opening ceremony, with the preparation time almost as fresh as the last. The document issued so close to the date leaves us with no way to resolve the issue within the remaining 20 hours, causing both economic loss and affecting our reputation with customers.”

Another florist said that his family had to withdraw 50 million VND to import goods for the Opening Ceremony, and now had to accept the loss. Fresh flowers, in particular, cannot be stored for long, so the cancellation of orders became even more serious.

Lam Dong is currently the largest fresh flower production center in the country with nearly 11,000 hectares of cultivation. Annual output reaches 4.4 billion flower branches and 600 million flower pots; of which, over 440 million branches are exported.

The flower industry not only creates stable jobs for more than 50,000 farming households and businesses, but also contributes to promoting the fresh flower value chain nationwide, especially in the Ho Chi Minh City market - the largest flower consumption hub in the country.

Immediately after the incident, the Dalat Flower Association sent an official document to the Department of Education and Training of Ho Chi Minh City and related units, requesting to review the above decision in the following years. At the same time, it recommended to issue guidance documents early so that businesses have time to prepare, avoiding unexpected losses.
