According to the assessment of the Provincial People's Committee, the system of grassroots cultural and sports institutions in the province has been gradually improved in recent years. The number of grassroots cultural and sports institutions has been gradually invested in and built through socio-economic development programs and projects; the content and methods of organizing activities at grassroots cultural and sports institutions have also gradually changed accordingly, contributing to meeting the needs of spiritual and cultural life, building a healthy cultural environment, and promoting the socio-economic development of the locality.

However, looking at the whole picture, the grassroots cultural and sports institutions still have shortcomings and limitations such as: In some localities, there is not enough attention paid to land planning to build cultural and sports institutions. Most wards and towns do not have cultural and sports centers; many neighborhoods do not have cultural houses or sports areas.

Many grassroots cultural and sports institutions that were invested in and built many years ago have now degraded, do not have enough functional rooms, and are of inappropriate scale; specialized equipment and means for organizing cultural and sports activities are lacking, not synchronized, damaged or fully depreciated; policies and regimes for human resources and funding for activities at grassroots cultural and sports institutions are still limited. The human resources directly operating grassroots cultural and sports institutions are still lacking and weak; there are no specific policies to attract and mobilize social resources to exploit and promote the effectiveness of grassroots cultural and sports institutions.

According to the leaders of the Provincial People's Committee, the reason is that some localities have not properly recognized the role, position and importance of building, maintaining and exploiting grassroots cultural and sports institutions. Some localities have not paid attention to properly allocating resources to invest in technical facilities and equipment; and have not been closely involved in directing, managing, organizing and building the movement of grassroots cultural and sports institutions.

In fact, in some localities with difficult economic conditions and low per capita income, the socialization of cultural and sports activities has not been effective. Cultural and sports institutions at all levels have not kept up with the needs and tastes of the subjects to have timely innovations suitable to reality.

Preserving traditional culture through festivals.

To strengthen state management, continue to improve, exploit and promote the effectiveness of grassroots cultural and sports institutions in communes, wards and towns in the province. The Provincial People's Committee has issued instructions to ensure conditions and strengthen the organization of activities to promote the effectiveness of grassroots cultural and sports institutions.

Accordingly, continue to thoroughly grasp and correctly perceive the position and role of culture, the importance of developing cultural and sports institutions in building spiritual and cultural life at the grassroots level, associated with effectively implementing the movement "All people unite to build a cultural life", the campaign "All people unite to build new rural areas, civilized urban areas", building advanced new rural areas, and model new rural areas.

Localities need to organize more cultural and sports activities.

Provincial departments, branches, sectors, mass organizations and districts, towns and cities need to coordinate and focus on effectively exploiting the system of grassroots cultural and sports institutions; constantly improving cultural and sports facilities, innovating content, improving the quality of cultural and artistic movements, physical training and sports associated with social life. Replicate typical cultural and artistic and sports club models suitable to living conditions, customs and practices, target groups and ages. Review, develop regimes, policies and arrange resources, human resources and appropriate facilities to promote advantages and strengths to create a healthy, regular, beneficial, practical and effective living environment at the grassroots level.

The Department of Culture, Sports and Tourism needs to provide specific guidance on the effective use and organization of grassroots cultural and sports activities in accordance with the characteristics of ethnic groups, regions, target groups and ages, and maximize the use of cultural and sports institutions when organizing activities to bring culture and sports to the grassroots.

In addition, coordinate with the People's Committees of districts, towns and cities to pay attention to researching, proposing to build and implement appropriate policies to attract, mobilize and effectively use social resources in building synchronous and modern grassroots cultural and sports institutions; promote the socialization of cultural, artistic and sports activities. Focus on building and promoting cultural, artistic, sports, entertainment clubs to attract people to participate in activities and entertainment at the commune center as well as the cultural houses of villages and neighborhoods.

Strengthen inspection and supervision of the construction, exploitation and use of grassroots cultural and sports institutions; create conditions for people to participate in creating and enjoying culture, preserving and promoting good traditional values, contributing to building a safe and healthy grassroots cultural environment... Every year, ensure that at least regular activities are maintained, and at the same time, each commune-level unit organizes at least 1 cultural and artistic competition and 1 sports competition...
