The East-West Road Construction Project is of great significance to the economic development of the province in general and the mountainous district of Nho Quan in particular. Since the project was implemented, in the work of site clearance, although the District People's Committee has made many efforts, due to some difficulties in mechanisms and policies, it has more or less affected the construction progress of the contractor. To overcome the difficulties and problems, the province has implemented many solutions to ensure the legitimate and legal rights of the people when their land is recovered.
The East-West route construction investment project with a total length of 23km from Tam Diep (at Dong Giao intersection, Quang Son commune) to Nho Quan (intersection with National Highway 12 at Van Phong commune). In which, the scope in Nho Quan district has a length of 16.32km passing through 5 communes: Cuc Phuong, Ky Phu, Phu Long, Van Phuong, Van Phong with an affected land area of 121.44ha; the number of affected households is 812 households, of which 131 households need resettlement.
Immediately after the Investor handed over the boundary markers, Nho Quan district carried out procedures and implemented steps to carry out site clearance work in accordance with regulations. Up to now, Nho Quan district has handed over 13.64/16.3 km of agricultural land (reaching about 83.66% of the cleared area). Currently, there are 2.66 km of unhanded over residential land and technical infrastructure works.
Specifically, the work of counting, compensation, and support for land acquisition and clearance has been completed for 100% of the agricultural land area within the land acquisition and clearance area. For residential land area, the work of counting land and assets on land has been completed to 100% and the results of the counting have been posted. At the same time, the draft plan for compensation and support for land and assets on land has been completed and posted. Currently, the District Land Acquisition and Clearance Council is continuing to answer questions for each household with comments, to complete the compensation and support plan.

Along with that, Nho Quan district determined that to create consensus in land acquisition and clearance, it is necessary to pay attention to the construction of resettlement areas. Therefore, the district has completed the arrangement of 4 resettlement areas and 2 on-site resettlement areas. Currently, Cuc Phuong commune has deployed the field handover to households. For other resettlement areas, the procedures to implement infrastructure construction projects have been basically completed.
However, during the process of implementing the land acquisition and clearance work in Nho Quan district, there were still many difficulties. Comrade Tran Viet Hung, Vice Chairman of the District People's Committee, Chairman of the Land Acquisition and Clearance Council, said: Through reviewing the records and documents related to the land use of households and individuals in the area, there were still some problems related to the regime and policies on compensation and support in the land acquisition and clearance work to implement the project and some recommendations on compensation prices for assets and structures on the land.
However, the above difficulties were resolved when the Provincial People's Council adjusted the investment policy of the Project in Resolution No. 91/NQ-HDND dated July 12, 2023 with a total investment of VND 1,913.7 billion from the central budget (VND 500 billion) and the provincial budget (VND 1,413.7 billion). In addition, the Provincial People's Committee issued Decision No. 46/2023/QD-UBND dated July 19, 2023, regulating a number of compensation, support and resettlement policies when the State reclaims land in Ninh Binh province.
Comrade Pham Quoc Chinh, Director of the Ninh Binh Province Traffic Construction Investment Project Management Board, representing the investor, explained: After reviewing and updating the total investment costs of the project, it is 1,913,754 billion VND, an increase of 427,754 billion VND. Of which, the central budget is 500 billion VND and the provincial budget is 1,413,754 billion VND.
The reason for the increase is due to the difference in compensation prices for land acquisition and clearance (actual prices and prices according to the province's unit prices established in the approved investment policy). In addition, the application of compensation support policies for series of adjacent garden and pond lands that are not residential land according to Resolution 09/2021/NQ-HDND dated February 23, 2021 of the Provincial People's Council and due to some volumes of land acquisition and clearance work in the investment policy preparation step that have not been calculated in detail... increases the total investment.
Although the project's investment policy was adjusted to a group A project with a total amount of 1,913,754 billion, the implementation period to ensure compliance with the provisions of the Law on Public Investment for group A should be extended to 2026. However, the project's adjustment was only due to site clearance costs; in terms of project scale, the site clearance scale has not changed, the process of adjusting the project to group A does not greatly affect the project's construction progress. Therefore, the investor is coordinating with contractors and localities to carry out tasks in parallel with the motto of completing construction as soon as the site is available, striving to open the technical traffic this year.
Assessing the increase in total investment to ensure the rights of people when acquiring land, comrade Tran Viet Hung, Vice Chairman of Nho Quan District People's Committee said: The increase in total investment of the project has ensured the funding source to carry out the land acquisition work. Timely responding to the current regime and policies, ensuring the rights of people whose land is acquired. Along with that, the new Regulation on compensation unit price for land and architectural assets on land has helped the district to remove the bottleneck in the land acquisition of the East-West Road Project.
After adjusting the total investment and new regulations on compensation prices for houses and structures, Nho Quan district has completed the Compensation and Support Plan to submit to the Plan Appraisal Team, submit to the competent authority for approval of the Plan and proceed to post the approved plan, send the Plan approval decisions to each household. Currently, the Nho Quan District Land Acquisition and Clearance Council is making payments to households. At the same time, speed up the implementation of resettlement areas to hand over to people to soon stabilize their housing with the motto that the new housing must be better than the old housing.
In order to soon put the project into operation and promote the project's effectiveness under the direction of the Provincial People's Committee, the Investor is currently coordinating with relevant units to direct and accelerate the progress of site clearance and construction, striving to complete the project's technical traffic by the end of 2023. With this goal, it is necessary to have the consensus and cooperation of local authorities and the sharing of the people so that the project can be quickly completed, contributing to making Ninh Binh a fairly developed province in the Red River Delta region by 2030.
