According to the report of the Department of Construction, there are currently 6 social housing projects in the coastal area of the province. Of which, there are 3 social housing projects for low-income people in urban areas including: Tien Loi social housing area, Phu Tai social housing apartment complex, Phu Thinh social housing apartment complex. Regarding social housing in industrial parks, there are 3 projects: Ham Kiem 1 industrial park social housing project; Ham Kiem II industrial park social housing project for workers; Song Binh industrial park social housing project.
Mr. Nguyen Duc Toan - Deputy Director of Lam Dong Department of Construction said, regarding the progress of the projects, Phu Tai Social Housing Apartment Complex, invested by Binh Thuan Housing Construction and Trading Joint Stock Company, including 306 apartments, has been completed and put into use. Phu Thinh Social Housing Apartment Complex project, invested by Phu Thinh Real Estate Investment and Trading Company Limited, including 680 apartments is under construction but behind schedule.
The social housing project for workers in Ham Kiem I Industrial Park is invested by Hoang Quan Binh Thuan Real Estate Consulting - Trading - Services Joint Stock Company; the project scale includes 1,216 apartments (955 townhouses and 261 apartments). The project investor has completed the construction of the Townhouse Area (phase 1) with 399 apartments and is implementing phase 2.
In addition, there is also the project of Social Housing Area for workers in Ham Kiem II Industrial Park, Ham Kiem Commune, invested by Binh Tan Investment Joint Stock Company, with a scale of 5,624 apartments and a total floor area of 457,910 m2. The investor has just built an apartment complex at lot B2 (not completed), with a scale of 280 apartments. The project of Social Housing Area for workers in Song Binh Industrial Park, invested by Rang Dong Joint Stock Company, with a land area of 14.8 hectares, a scale of about 762 apartments; currently, the investor is completing procedures to implement the project. The remaining projects are in the process of construction.
Currently, the implementation of projects still has some difficulties and obstacles such as: no specific land price to compensate households; land compensation and clearance problems; problems in adjusting investment policies and assigning investors leading to slow progress. The Provincial People's Committee has a policy to arrange 34,500 m2 of land in the Social Housing Project for workers of Ham Kiem II Industrial Park to assign to the Provincial Labor Federation to implement the Trade Union Institution project according to the policy of the General Confederation of Labor. However, after more than 7 years, the project has not been implemented yet...
Mr. Nguyen Hong Hai - Vice Chairman of Lam Dong People's Committee affirmed that developing social housing for low-income earners and industrial park workers is one of the key tasks in the local socio -economic development, the responsibility, obligation and ethics of state managers, society, businesses and people. Heads of departments, branches and localities must pay attention, be responsible and resolute in promoting the development of social housing for low-income earners and industrial park workers in the area.
The Vice Chairman of the Provincial People's Committee requested units to review and remove difficulties and obstacles to speed up the progress of social housing projects. Departments and branches strive to support investors in project-related procedures and specifically answer questions related to each project's difficulties.
Branch of Land Fund Development Center No. 1 reviews the land price calculation process, and carries out compensation and site clearance for social housing projects. Branch of Land Fund Development Center No. 1 reviews and provides legal documents for the remaining households of the Tien Loi Social Housing Project to organize Council meetings, compensation and resettlement support according to regulations.
In addition, the province requested the Department of Agriculture and Environment to have specific solutions, shorten administrative procedures on land allocation, land lease, and site clearance to deploy investment in construction of social housing projects and workers' housing in the area.
In order to meet the social housing needs of low-income people, the coastal areas of Lam Dong province strive to complete about 9,800 social housing units by 2030; of which, 5,600 social housing units will be completed in the 2021 - 2025 period; 4,200 social housing units will be completed in the 2025 - 2030 period.
