7 key tasks, 3 breakthroughs

During two working days, the Congress focused its intelligence, discussed enthusiastically, democratically contributed opinions and unanimously approved the Political Report, Review Report of the Provincial Party Executive Committee for the 2020-2025 term; Report synthesizing opinions participating in the draft Political Report and the draft Action Program to implement the Resolution of the Provincial Party Congress, term 2025-2030.

At the same time, the Congress also unanimously approved the Report synthesizing comments on the Draft documents to be submitted to the 14th National Congress of the Party, thereby expressing high agreement, consensus and deep confidence in the guidelines, policies and development strategies of the Party Central Committee.

The Congress highly agreed in affirming the important and relatively comprehensive results that the people in the province have achieved in the past term; pointed out the limitations, causes and drew lessons in leading and directing the implementation of the Resolution for the 2020-2025 term. From there, clearly identified the viewpoints, goals, tasks and solutions for the next 5-year development period (2025-2030) with 7 key tasks, 3 breakthroughs and 22 main targets covering all economic -cultural-social fields, Party building and political system building.

At the same time, the Congress approved the Central Committee's Decisions on appointing the Executive Committee, the Standing Committee of the Provincial Party Committee, the Secretary, Deputy Secretary of the Provincial Party Committee, the Provincial Party Committee's Inspection Committee, and the Provincial Delegation to attend the 14th National Party Congress.

Spirit of urgency, dare to think, dare to do

In her closing speech at the Congress, Comrade Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee, emphasized the achievements of two days of serious, urgent, democratic and responsible work, with the spirit of "Solidarity - Responsibility - Discipline - Breakthrough - Development".

The 1st Congress of the Ninh Binh Provincial Party Committee, term 2025 - 2030 has completed its contents and program. The Congress is a broad political activity within the entire Party Committee, the entire army and the entire people in the province; an important historical milestone opening up new opportunities and fortunes; at the same time, it sets higher requirements for leadership, direction and organization of political tasks, bringing Ninh Binh to develop more and more rapidly and sustainably, together with the whole country entering a new era - an era of prosperous, civilized and happy development.

The success of the 1st Congress of the Ninh Binh Provincial Party Committee, term 2025-2030, is the result of the process of organizing, thoroughly grasping, deploying and actively and seriously implementing Directive No. 45-CT/TW of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party; the regular and close leadership and direction of the Politburo, the Central Party Secretariat, central ministries and branches; the efforts of Party committees at all levels, authorities, the Fatherland Front, socio-political organizations and people of all walks of life.

In addition, the success of the Congress is also due to the elaborate, thoughtful, thorough, scientific and open-minded preparation process of the Standing Committee and the Provincial Party Executive Committee for the 2020-2025 term; along with the enthusiastic and responsible participation of provincial leaders through the periods, experts, scientists, all levels, sectors, the Fatherland Front, socio-political organizations, intellectuals and people from all walks of life, especially the enthusiastic contributions of more than 240,000 cadres and party members in the entire Provincial Party Committee as well as of the delegates attending the Congress.

According to comrade Dinh Thi Lua, immediately after the Congress, the collective Executive Committee of the Provincial Party Committee for the 2025 - 2030 term and each Congress delegate, with their positions and responsibilities, must immediately start to propagate, disseminate, concretize and organize the implementation of the Congress Resolution.

All levels, sectors, the Fatherland Front and socio-political organizations from the province to the commune and ward level develop a plan to thoroughly disseminate the Resolution and Action Program to cadres, party members and people of all walks of life about the Resolution and Action Program to implement the Resolution of the Congress in conjunction with the implementation of the Resolution of the 14th Party Congress. Urgently develop programs and plans to concretize and focus on directing implementation; at the same time, assign tasks with the spirit: Clear people, clear work, clear time, clear results, dare to think, dare to do, dare to make breakthroughs for the common good.

New term, new history

Ninh Binh Provincial Party Committee was established and officially put into operation from July 1, 2025 on the basis of merging three Party Committees of Ha Nam, Nam Dinh and Ninh Binh.

Together with the whole country, in a short time, with high determination to organize the implementation of the Resolutions and conclusions of the Central Committee, the Provincial Party Executive Committee has led and directed the entire political system in the province to focus on performing the "dual task": Both perfecting and stabilizing the organization and apparatus according to the new administrative unit after the arrangement, operating the 2-level local government smoothly and effectively, serving the people and businesses well; and directing 133/133 subordinate Party Committees to successfully organize congresses in accordance with the principles, Party Charter and instructions of the Central Committee.

The average growth rate of gross regional domestic product (GRDP) in the province in the 5 years 2020-2025 reached 9.26%/year; the economic scale after the province's merger reached 352,164 billion VND.

The growth model associated with economic restructuring has achieved results in many aspects; new growth drivers have been initiated, especially the development of high-tech industry, cultural industry, entertainment industry, tourism, digital economy, green economy, creative economy, and heritage economy. Economic restructuring has changed quite comprehensively, towards industrialization, modernization, digital transformation, and green transformation; up to now, the proportion of industrial - construction - service production value accounts for 81.25%...

The new term, a new history of Ninh Binh is opening with new opportunities, fortunes and positions but also many difficulties and challenges. The Congress calls on the entire Party, the entire army and the entire people in the province, the children of Ninh Binh homeland in all regions of the country and abroad to follow the heroic historical, cultural and revolutionary traditions of the homeland, uphold the revolutionary spirit of attack, solidarity, dynamism, creativity, innovation, dare to think, dare to do, dare to take responsibility, constantly make efforts, strive to rise up, promote to the highest level all potentials and advantages to successfully implement the goals set by the 1st Provincial Party Congress; strive by 2030, Ninh Binh will become a centrally-run city with modern industry, high-quality tourism services, green urban areas associated with heritage, be among the leading localities in the country in terms of growth rate and per capita income.
