Amending and supplementing a number of articles of the Regulations on the National Science and Technology Research Competition

The addition and amendment focus on three main contents: Method of selecting projects to compete in the National Competition; issues related to organizing the Competition and issues related to organizing the Competition at the level of the participating unit.

The Ministry of Education and Training (MOET) has just announced a draft Circular amending and supplementing a number of articles of the Regulations on the National Science and Technology Research Competition for Secondary and High School Students, issued together with Circular No. 06/2024/TT-BGDDT dated April 10, 2024 of the Minister of MOET to solicit comments as prescribed.

Previously, on April 10, 2024, the Ministry of Education and Training issued the Regulations on the National Science and Technology Research Competition for Secondary and High School Students in Circular No. 06/2024/TT-BGDDT.

The regulations have ensured that the competition is organized openly and transparently, properly evaluates students' projects and creates a strong scientific research movement in schools.

However, in the process of implementing Circular 06, some contents have not really met the requirements of practice or have not clarified the roles and tasks, so they need to be adjusted to improve the organization of the contest. The addition and amendment of Circular 06 is also to comply with the policy of streamlining and streamlining state management agencies and implementing the merger of provinces and cities.

The draft Circular amending and supplementing Circular 06 further emphasizes the need to improve integrity in scientific research by clearly defining specific subjects. The projects selected to participate in the national competition will be announced publicly, with supervision from the whole society, ensuring honesty in research.

The draft also changes the way to calculate the maximum number of competition projects of each unit. Specifically, the number of competition projects belonging to the Departments of Education and Training is based on the percentage of competition projects at the department level compared to the total number of competition projects at the department level of provinces and cities nationwide.

This is to ensure fairness in selecting projects for the competition. Departments of Education and Training with good scale and competition movement will be assigned a proportionate number of projects to participate, avoiding leveling and not really encouraging the movement.

Small-scale competition units may register up to 3 national-level competition projects. Larger provincial-scale units with a ratio greater than 1% and less than or equal to 5% may register up to 6 projects. Units with a ratio of competition projects greater than 5% and less than or equal to 10% may register up to 9 projects.

Units with a project participation rate greater than 10% are allowed to register a maximum of 12 projects. This regulation is consistent with the context of merging and streamlining administrative boundaries; at the same time, maintaining encouragement, motivation and promoting the movement of scientific and technical research.

For the participating units being high schools under the Ministry and ministerial-level agencies, universities, colleges, institutes and academies, each unit can register a maximum of 3 competition projects, an increase of 1 project compared to the regulations in Circular 06.

The draft Circular also adds a provision: Units with each project winning a fourth prize or higher at an international competition in the previous year are allowed to send one more project to the competition. This provision is intended to prioritize and encourage units with projects winning national prizes.

To ensure stability, the draft stipulates transitional conditions for the National Science and Technology Research Competition for middle and high school students in the 2025-2026 school year.

Accordingly, the maximum number of competition projects of the Departments of Education and Training after the merger of provinces and cities is the total number of competition projects of the competition units before the merger.
