Than Uyen Social Insurance staff propagate the benefits of health insurance to people in Zone 2 (Than Uyen Commune)

Realizing the benefits of health insurance in case of an accident or illness, when being informed by the Than Uyen Social Insurance staff, Ms. Lo Thi Thao in Pom Bo village (Than Uyen commune) deducted a portion of her income to buy health insurance for herself.
Sharing with us, Ms. Thao confided: “Implementing Decision 861/QD-TTg of the Prime Minister on approving the list of communes in regions III, II, I in ethnic minority and mountainous areas in the period 2021-2025, due to changes in the health insurance purchase support policy, I, like many people in the village, no longer receive free health insurance cards. Worried about my health at an old age, last September, I decided to buy health insurance with a contribution of 1,263,600 VND/year.”
To strive to achieve the goal of 100% of students participating in health insurance in the 2025-2026 school year according to the plan of Vietnam Social Security and the provincial Social Security, right from the beginning of the school year, Than Uyen Social Security has synchronously deployed solutions to encourage parents to buy health insurance for their children. Typically, at Than Uyen Primary School, up to this point, all students have participated in health insurance.
It is known that Than Uyen Social Insurance cooperates with the school to promote the health insurance policy to cadres, teachers and employees. Promote the role of each teacher as an active propagandist to communicate to parents about the benefits of health insurance in life through study groups on Zalo and the website. At the same time, propaganda is integrated into classes and parent meetings. For students in difficult circumstances, the school calls for social assistance.
Recently, the rapid decrease in the health insurance coverage rate in a short period of time has directly affected a part of the people in communes in Region III, Region II, Region I in ethnic minority and mountainous areas in the period of 2021-2025 due to changes in support policies from Decision No. 861/QD-TTg. The health insurance coverage rate of the whole district (old) has decreased sharply, the number of people receiving support from the State budget to buy health insurance has decreased compared to before. To gradually overcome difficulties, on July 13, 2023, the Provincial People's Council issued Resolution No. 19/2023/NQ-HDND stipulating the level of support for health insurance contributions for people in near-poor households; students who are ethnic minorities; people in households working in agriculture , forestry, and fisheries with an average living standard in the province. Along with that, Than Uyen Social Insurance cooperated with communes to review participants and non-participants of health insurance, focusing on classifying groups of subjects supported with 100% of the contribution rate according to Decree No. 75/2023/ND-CP of the Government and Resolution No. 19/2023/NQ-HDND of the Provincial People's Council to make a list of subjects proposed for health insurance cards, ensuring that no subjects are missed. For the group of subjects supported with a part of the contribution rate, propaganda and mobilization of people to participate in health insurance are integrated. Since the beginning of the year, the unit has coordinated to organize 9 conferences to propagate social insurance and health insurance policies with more than 540 participants.
Mr. Do Bach Duong - Deputy Director of Than Uyen Social Insurance said: "By promoting communication work, people's awareness of the humanistic meaning of health insurance policy has been raised. Households proactively participate in health insurance, creating a spreading effect in the community. Along with that, the quality of medical examination and treatment at medical facilities has gradually improved, ensuring the rights of health insurance participants. Up to now, the health insurance coverage rate in the area managed by Than Uyen Social Insurance has reached 77.5%".
In 2025, based on the health insurance coverage target assigned by the Provincial People's Committee to the communes (Muong Kim 89.4%; Khoen On 91%; Than Uyen 88.8%; Muong Than 92.3%), Than Uyen Social Insurance will continue to promote coordination and propaganda work towards the grassroots and ethnic minority areas to raise people's awareness of the benefits of health insurance. Directing health insurance collection service organizations at the grassroots level to promptly grasp the situation of people and directly go to households to explain, advise, and encourage participation in health insurance. Organizing dialogues with people to listen, analyze, and clarify concerns about health insurance. Promoting administrative procedure reform, applying information technology in the management and use of the Health Insurance Fund; effectively implementing the settlement of health insurance examination and treatment costs.
The efforts of the Than Uyen Social Insurance in increasing the health insurance coverage rate contribute to the goal of “leaving no one behind” in health care. By placing their trust in the health insurance card, people not only solve economic difficulties when facing the risk of illness, but also gain more motivation to develop production and build a prosperous life.
