Concerns about renewable energy in Dak Nong

At the end of October 2021, in Dak Nong , there were 2 completed wind power projects. These are Dak Hoa Wind Power Plant Project (50MW capacity) and Nam Binh 1 Wind Power Plant Project (30MW capacity).

However, only Dak Hoa power plant is qualified to go into operation. Nam Binh 1 power plant, although fully equipped with power generation conditions, encountered problems during testing and therefore is not qualified for commercial operation certification (COD).

Nam Binh 1 Wind Power Plant Project has not generated electricity after nearly 2 years of completion.

After nearly 2 years of pursuing with many different negotiation proposals, Nam Binh 1 wind power plant has not yet been put into operation. Although the wind power plant is ready with all the conditions, it has not been able to generate electricity. Wind power resources are wasted and investors are in trouble because they do not have money to operate and pay interest.

These are two of the six wind power projects in Dak Nong that are part of the approved power plan VII. The six wind power projects have a total capacity of 430MW. They are expected to supply about 1.29 billion kWh each year.

Of the 6 projects, only 2 were completed on schedule. There are 4 projects that are under construction and behind schedule, including: Dak N'Drung 1, Dak N'Drung 2, Dak N'Drung 3 (total capacity 300MW) and Asia Dak Song 1 (capacity 50MW).

According to the People's Committee of Dak Nong province, Dak Hoa wind power plant has a capacity of 50MW, providing about 162.3kWh/year of electricity. Currently, this amount of electricity accounts for nearly 7% of the proportion of electricity supply sources in the province.

Regarding solar power, there are 2 projects (Truc Son solar power and Cu Jut solar power) with a capacity of 106.4 MWp that have been put into operation. The whole Dak Nong province has 1,631 rooftop solar power systems (with a total capacity of 375.2 MWp).

Dak Nong's annual solar power output reaches 660.7 million kWh. This figure accounts for 28.42% of Dak Nong's power supply sources.

Dak N'Drung 1, Dak N'Drung 2 and Dak N'Drung 3 wind power plants are behind schedule due to many problems arising in site clearance.

Wind and solar power projects put into operation have contributed significantly to supplying electricity to the national power system. The projects also contribute to the local budget for socio -economic development.

However, the implementation of wind and solar power projects in Dak Nong in recent times has not achieved the desired results. The number of projects completed and put into operation on schedule is still low. The development of renewable energy is facing many difficulties and challenges.

According to the Standing Vice Chairman of Dak Nong Provincial People's Committee Le Van Chien, the delay in issuing electricity price mechanisms for wind and solar power projects has caused many difficulties in investing and operating the projects. This has significantly affected investors.

In the adjusted power plan VII, Dak Nong has a number of solar power projects but there is no mechanism for auction and bidding. Therefore, the province has no basis to approve investors according to regulations.

A difficult and big challenge for Dak Nong at present is the site clearance for wind power projects. Currently, the regulations on safety corridors for wind towers for wind power projects are not clearly defined.

Localities have had difficulty applying and enforcing legal regulations, which has affected the progress of project implementation.

Dak Nong is assessed to have great potential for renewable energy. According to research data from the Institute of Energy, the technical potential of ground-based solar power in Dak Nong is over 59,000 MW. Wind power potential is about 8,300 MW.
