Villages help each other
At the online meeting organized by the Government on October 3, Chairman of the Provincial People's Committee Le Hong Vinh reported on the work of natural disaster prevention and recovery. He emphasized that the province has been mobilizing the highest force and means, focusing on implementing synchronous solutions to overcome and support people after the storm, helping evacuated households return home soon, stabilize their lives, and restore production. At the same time, focusing on environmental sanitation, repairing essential facilities such as health care, education, etc. according to the "4 on-site" motto, with the active participation of police and military forces in the area.

That spirit has been imbued by local authorities and committees, and implemented right from prevention to overcoming the consequences after storm No. 10. In Yen Hoa commune, one of the localities suffered great damage and was cut off and isolated after storm No. 10 (Bualoi).
Mr. Lo Thanh Binh - Vice Chairman of Yen Hoa Commune People's Committee said, in the face of the damage and difficulties, and being isolated, the Party Committee, government, police and military forces, organizations and people of Yen Hoa commune have proactively supported and helped each other to overcome the consequences of storm No. 10.
All households sent people to proactively help their neighbors and villagers. Less damaged villages such as Ban Cooc, Trung Thang, Canh Khin, Ban Ngon also prioritized supporting more severely affected villages to clean up houses and mud to stabilize their lives.

“As of (October 3), after 3 days of isolation, the route from National Highway 7 has basically been cleared, but the road from Yen Hoa to Nga My is still cut off because the hard bridge has been washed away. Traffic forces have also sent machinery to the commune to work with local forces to fix landslides and clear routes for people to travel,” said Mr. Lo Thanh Binh.
Not only the commune, but also the neighboring villages and hamlets also extended their hands to support their fellow countrymen in their difficulties. On the morning of October 1, Yen Na commune also mobilized militia and self-defense forces along with commune officials to Xieng Lip village, Yen Hoa commune to help people clean up and overcome the consequences of storms and floods.
In Luong Minh commune, right after the storm passed, together with the "4 on-site" forces, the women's union members "took shifts" to help households in Dua, Minh Phuong and Coi villages clean up their houses and salvage affected properties to gradually stabilize their lives.

Secretary of the Party Committee of Luong Minh Commune - Mr. Nguyen Van Thang said that proactively and voluntarily, in 2 days (October 1-2), the Party Cell, the Village Management Board and other organizations held meetings with the people, propagandized and mobilized each household to join hands to contribute labor and effort to build the road to the school; contribute materials to repair and reinforce the temporary bridge for people to travel, ensuring absolute safety for students going to school. 100% of the households agreed, so within just 2 days, the road to the school was cleared, the temporary bridge was repaired, helping people travel with peace of mind.
The involvement of the government and armed forces
After storm No. 10, Nghe An experienced widespread flooding. Communes in the old Anh Son area also suffered heavy flooding. Among them, Thanh Binh Tho commune suffered heavy damage, with flooding levels of 1-3m in some places. Without delay, in the dark night, heavy rain and strong winds, soldiers of the Defense Command of Area 5 - Anh Son together with commune and hamlet officials braved the rain to search for people still trapped in their houses and brought them to safety. By the morning of October 3, commune officials, police and military forces were still working hard to reach and provide food and supplies to households whose houses were flooded.

In addition, the commune officials also connected volunteer groups from many other communes such as Nhan Hoa commune, Women's Unions of Hung Thanh, Cau Dat, Xuan Long, Long Tho, Dong Ech villages... to join hands to cook hundreds of meals, cakes, medicines and many necessities to send directly to people in flooded areas of Thanh Binh Tho commune.
On the morning of October 3, people in Pha Noi village of Na Loi commune said that the road from the commune center to the village had been cleared after more than 2 days of being cut off due to a landslide. People were able to travel quickly thanks to the fact that right after the landslide occurred, commune officials, along with military forces, police, Na Loi Border Guard Station and local agencies and units, and the village management boards joined hands to level, clear rocks and soil, clear drainage ditches, and repair landslide areas.

One of the places that was heavily flooded after storm No. 10 was the communes of (former Tan Ky district). Including Tan An commune, hundreds of houses were flooded 1-4m deep.
Local people shared on social networking sites: "During the days of heavy rain and floods, Tan An commune was submerged in water. But at that time, human love shone like a light in the dark night. The Party Committee, local government and armed forces of the commune did not hesitate to face difficulties, closely coordinated with the people, philanthropists and volunteer groups to promptly help those affected by natural disasters."
Forces in Tan An braved the rain and waded through water to provide emergency relief to flooded households from early morning until late at night. Relief trucks and small boats made their way through the rushing water to bring people to safety.

The authorities and volunteers did not hesitate to risk their lives, crossing deep flooded roads to reach each isolated household, each roof, to share each packet of noodles, pills, bottles of water... Those sharings seem simple but are a precious source of life in difficult times. It is not only material things, but also sharing, the warmth of human love in the midst of natural disasters and calamities.
Through consecutive natural disasters, reality shows that the more difficult the situation, the more the government and people of Nghe An understand, share and unite, voluntarily support and help each other to overcome natural disasters and calamities. This is also the guiding spirit of the Government , together with the timely assistance of the Party and State, all difficulties will gradually be overcome.
On October 3, the Prime Minister signed Official Dispatch 185/CD-TTg requesting Ministers, Heads of ministerial-level agencies, Government agencies; Secretaries and Chairmen of People's Committees of provinces and cities affected by storm No. 10, according to their functions, tasks and authority, to act more quickly and continue to mobilize maximum forces. Direct the synchronous and drastic implementation of measures, prioritizing key and key points to quickly overcome the consequences of storm No. 10 and the recent floods; ensuring that people's lives return to normal as soon as possible. Do a good job of propaganda and mobilization, promote the tradition of "mutual love", "national love, compatriots' affection", "the whole leaves cover the torn leaves", "the less torn leaves cover the more torn leaves" to mobilize the cooperation of philanthropists and compatriots, comrades, especially the business community to share and support people in disaster-stricken areas to overcome difficulties and losses, and soon stabilize their lives...
