On October 4, Deputy Prime Minister Tran Hong Ha signed a telegram from the Prime Minister requesting ministries, branches and localities to proactively respond to this storm.

The dispatch stated that on the afternoon of October 3, storm No. 11 (Matmo) moved into the East Sea, becoming storm No. 11, with the strongest wind near the storm's center at level 10, gusting to level 13.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, storm No. 11 will continue to strengthen to level 12-13, gusting to level 15-16, moving quickly towards the Leizhou peninsula and the Gulf of Tonkin. During October 5-7, the storm will directly affect the Gulf of Tonkin, the coast and mainland of our country, continuing to cause heavy rain in the Northern region and Thanh Hoa, Nghe An .
Storms No. 9, 10 and 11 appeared consecutively, right when the work to overcome the consequences of the previous storms and floods had not yet been completed. This is a form of double natural disaster (storm on storm, flood on flood), with a very high risk of flash floods, landslides in the mountainous provinces, the Northern midlands, the North Central region and flooding in urban areas, low-lying areas, threatening the safety of the transportation system, dikes, dams, especially damaged works that have not been promptly repaired.
To be ready to respond to storm No. 11, proactively prevent and combat the next natural disasters and floods, ensure the safety of people's lives, reduce damage to people's and State's property, the Prime Minister requested ministries, branches, localities and people to clearly understand the extremely dangerous nature of storm No. 11 when natural disasters overlap natural disasters, the risk of disasters on disasters, multiple natural disasters (storms, floods, flash floods, landslides) to have plans and solutions to respond decisively, proactively, promptly, effectively, in accordance with the situation in each locality and each time to ensure the safety of people's lives and property.
The Prime Minister also requested the Chairmen of the People's Committees of coastal provinces and cities, especially the areas from Quang Ninh to Ninh Binh, to direct the implementation of work to ensure safety for ships and vehicles operating at sea (instructions to escape, not to enter dangerous areas or to take shelter); ensure safety for activities at sea, on islands, along the coast and inland (especially pay attention to prevent thunderstorms occurring before the storm and ensure safety for tourism activities in the Bay); protect houses, warehouses, educational and medical facilities, dykes, dams (especially those where recent incidents have not been completely resolved), production and business activities, aquaculture; review and be ready to evacuate and relocate residents, deploy rescue work when bad situations occur...
Chairmen of People's Committees of provinces and cities in the Northern and North Central regions, especially mountainous and midland provinces, focus on directing the synchronous implementation of measures to respond to rain, floods, flash floods, landslides according to their functions, tasks and authority; review "four on-site", arrange forces, materials, machinery and equipment in key areas to be ready to immediately handle incidents, not to be passive or surprised.
The Chairman of Lao Cai Provincial People's Committee inspected and directed the authorities to coordinate with the police force to immediately evacuate and relocate households in dangerous areas at risk of landslides in Bao Ha commune, Lao Cai province.
The Ministry of Agriculture and Environment directs the hydrometeorological forecasting agency to closely monitor regularly, consult and update international forecast results and based on experience from recent storms and floods to forecast as accurately as possible the developments of storms, rain, and flows in river basins and reservoirs (including cross-border flows), identify areas at high risk of landslides; regularly update and notify dangerous areas; provide the most complete and timely information to competent authorities and people to direct and deploy effective response measures.
The Ministries of National Defense and Public Security direct units located in the area to proactively coordinate with localities to review plans, arrange forces and vehicles in key areas (according to local proposals) to be ready to support people in responding to storms, floods, flash floods, landslides, and inundation.
The Ministry of Foreign Affairs shall preside over and coordinate with border agencies and localities to increase exchanges with China on coordinating the provision of flood discharge information from upstream reservoirs to avoid passivity and surprise.
