During the 40 working days, in addition to reviewing the Government's reports on the results of implementing the socio -economic development plan, the state budget and considering and deciding on many other important issues of the country, at this session, the National Assembly will review and pass up to 53 draft laws and resolutions, including 49 draft laws.
This is a rather “heavy” legislative task for the National Assembly at this session. This also means that a great responsibility is placed on the shoulders of the XV National Assembly deputies for socio-economic development and the future of the country in the coming time.
The 53 draft laws and resolutions that the National Assembly considered and approved include: Law on Tax Administration (amended); Law on Personal Income Tax (amended); Law on Thrift and Anti-Waste; Law on Planning (amended); Law on E-Commerce; Law on Cyber Security; Law on Disease Prevention; Law on amending and supplementing a number of articles of the Law on Education ; Law on Higher Education (amended); Law on Mutual Legal Assistance in Civil Matters; Law on amending and supplementing a number of articles of the Law on Intellectual Property; Law on High Technology (amended). Along with that, the National Assembly also considered and approved a Resolution stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law...
It can be seen that the draft laws and resolutions that the National Assembly considered and approved at this session cover most important areas of life, economy and society, aiming to promptly institutionalize new policies and resolutions of the Party, focusing on removing institutional bottlenecks, especially in the fields of land, investment, planning, construction, environment, energy; and sanitizing the corporate bond and real estate markets.
Let's look back at the nearly 5-year journey to see more clearly that removing institutional bottlenecks is one of the key, continuous tasks that the National Assembly pays special attention to. Legislative activities have seen strong innovation in thinking and construction processes, demonstrating proactiveness, creativity, positivity, and early preparation. And during that journey, the National Assembly has always accompanied the Government in issuing unprecedented mechanisms and policies to solve urgent problems of the country. In particular, throughout the policies, the National Assembly has always taken the people and businesses as the center. From there, it has actively and promptly removed difficulties and obstacles to mobilize and effectively use all resources for the cause of national development.
And a very special mark is that for the first time, the National Assembly submitted to the Politburo for consideration and approval the Orientation of the Law-making Program for the entire term. Thereby, helping the work of reviewing legal documents to be actively implemented, ensuring the unity, synchronization and feasibility of the legal system. Many specific policy mechanisms have been issued to promptly remove difficulties in accordance with each stage of the country's development. Thanks to that, it has created momentum for our country's socio-economic development with many remarkable bright spots.
The results of this term of the National Assembly are highly appreciated by voters and people. However, with the continuous development of the socio-economy, there is a need to continue to improve and create new institutional breakthroughs in areas that do not have a sufficient legal framework to regulate, such as green development, digital assets, artificial intelligence, etc.
Although we know that with 53 draft laws and resolutions to be considered and approved by the National Assembly at this session, it is a huge amount of work. But this once again demonstrates the proactive, "early, far-reaching" legislative spirit of the National Assembly. As National Assembly Chairman Tran Thanh Man affirmed, this is "vivid evidence of the spirit of the law must go one step ahead, paving the way for innovation, taking the lives and interests of the people as the measure of policy".
Believing that, by promoting intelligence, courage and a high sense of responsibility towards voters, towards the people, towards the destiny of the country, National Assembly deputies will discuss frankly and propose solutions so that the laws and resolutions passed by the National Assembly at this session truly create development.
