Deputy Head of the Office of the Vietnamese National Assembly elected to the ASGP Executive Committee: Affirming the prestige and international position of the Vietnamese National Assembly

On October 21, in Geneva, Switzerland, within the framework of the Conference of the Association of Secretaries General of Parliaments (ASGP) taking place in parallel with the 151st Inter-Parliamentary Union General Assembly, Deputy Head of the Office of the Vietnamese National Assembly Le Thu Ha was elected to the ASGP Executive Committee for the 2025-2028 term with the highest number of votes among the candidates.

This is the first time the Vietnamese National Assembly has had a trusted representative elected to the leadership of the ASGP, marking an important step forward in the process of proactively and actively integrating into international parliaments; at the same time, affirming the trust and appreciation of the world parliamentary community for the role, prestige and practical and responsible contributions of the Vietnamese National Assembly in multilateral parliamentary activities in recent times.

Important cooperation forum of parliamentary advisory bodies

ASGP was established in 1939 in Oslo (Norway), bringing together more than 300 members representing 183 IPU parliaments; is a forum for in-depth cooperation in the field of organization, administration and parliamentary operations, where member parliaments exchange information, share experiences and academic research results to improve the efficiency of legislative bodies, strengthen advisory capacity, serve National Assembly deputies and promote a professional, modern, transparent and more connected parliamentary model with the people.

The Office of the National Assembly of Vietnam became an official member of ASGP in 2001 at the 105th IPU General Assembly held in Cuba. Over the past two decades, the National Assembly of Vietnam has always been an active and responsible member, proactively sharing experiences in building an e-parliament, promoting digital transformation, modernizing the information system, the National Assembly library and parliamentary administrative reform, thereby contributing to deepening the cooperative relationship between the National Assembly of Vietnam and parliaments of other countries and international parliamentary organizations, while affirming the image of an innovative, professional and deeply integrated parliament.

Speaking in Geneva, Deputy Head of the National Assembly Office Le Thu Ha emphasized, "In more than three decades of working with the Vietnamese National Assembly, I have seen that parliaments can turn global challenges into development opportunities. The experience of successfully organizing the 132nd IPU General Assembly in Hanoi in 2015, with the participation of more than 160 member parliaments, further strengthens the belief that parliamentary advisory bodies are the core driving force behind the innovation and transformation of modern parliaments."

According to Deputy Chairwoman Le Thu Ha, in the new context, the Secretary General of the Parliament is not only an operator but also plays the role of connecting knowledge, promoting innovation and ensuring the legitimacy and democracy of the Parliament. ASGP plays a particularly important role in spreading good practices, sharing experiences and innovative initiatives, thereby helping each parliamentary advisory body effectively promote its mission of serving the legislature and bringing benefits to the people.

Three strategic directions and action priorities

At the Conference, Vietnam proposed three strategic orientations for ASGP activities in the coming time, aiming to promote the operational efficiency of parliamentary support agencies, meeting the requirements of development and integration in the digital age:

Developing digital and green parliaments, towards a parliament that operates safely, sustainably, is environmentally friendly and closer to the people.

Enhance transparency and professionalism in parliamentary administration, strengthen operational efficiency, improve performance and accountability.

Promote inclusive, future-ready democracy, broaden civic participation, promote gender equality, and enhance parliamentary capacity to respond to new challenges such as climate change, artificial intelligence, and quantum technology.

Along with these orientations, Vietnam also outlined three specific action priorities, including: sharing parliamentary governance practices, turning diversity in governance experiences into common innovation lessons; strengthening inter-regional cooperation networks, promoting connections and rapid support among member parliaments; training and capacity building for parliamentary staff, especially in developing parliaments, to consolidate the professional foundation and spread the values ​​of a modern, transparent and professional parliamentary administration.

Deputy Head of the National Assembly Office Le Thu Ha affirmed that with experience in innovation, modernization and enhancing transparency in parliamentary activities, the Vietnamese National Assembly wishes to bring to ASGP the perspective and voice of a parliament that is transforming strongly, inclusively and innovatively, always proactively contributing to the process of improving the effectiveness of parliamentary activities, promoting multilateral cooperation for sustainable development and global parliamentary cooperation.

Vice Chairwoman of the National Assembly Office Le Thu Ha wishes to be a bridge - where tradition fosters innovation, and where common democratic values ​​connect us to overcome all differences; emphasizing that strengthening the ASGP is also strengthening the parliament, and strengthening the parliament is strengthening democracy.

An important step forward in Vietnam's international parliamentary integration

The election of the Vietnamese National Assembly to the ASGP Executive Committee for the 2025-2028 term is an important success in parliamentary diplomacy, contributing to affirming the prestige, position and increasing role of Vietnam in the world parliamentary community. This is also a concrete step in implementing Resolution No. 59-NQ/TW of the Politburo on international integration in the new situation, demonstrating the proactive, positive and responsible commitment of the Vietnamese National Assembly in the global parliamentary reform process, for the goal of sustainable, democratic and inclusive development, towards the interests of the people.
