Absent, but still failed vehicle inspection

Driving her own car to get it inspected, Ms. HMY, residing in District 7 (Ho Chi Minh City), shared: "My car's registration expired at the end of February, but to have peace of mind when going out for Tet, I brought my car to get it inspected early. I heard that the VICs were deserted, so I was confident in taking my car. If there were traffic jams like before, I would have had to ask a relative to go for me because I couldn't wait in line. It's true that the vehicle inspection is very deserted now. After submitting the application and paying the fee, it only takes about 30 minutes to get the new sticker."
The number of vehicles coming for inspection is low, but drivers and vehicle owners are always worried about failing the vehicle inspection. Mr. Huy (living in An Phu Ward, Thu Duc City, Ho Chi Minh City) brought the vehicles of 3 acquaintances for inspection, but only 1 vehicle was inspected, the other 2 vehicles were caught with "cold fines" in Binh Thuan . "I don't know how to look up on the internet, so I brought the vehicle directly to the Traffic Inspection Center to look up for help. There are still a few days left until Tet, if I don't pay the fine on time, I won't have a vehicle to go out for Tet, and I'll have to go to another place to handle the "cold fine" error, which is very time-consuming," Mr. Huy sadly confided.
Vehicle inspection is quite deserted at the end of the year
After waiting for nearly 20 minutes, the owner of car 60A-407.xx was informed by the staff that the car had been fined in Ho Chi Minh City and had to pay the fine or send a notice to clear the fine on the system to continue the inspection. He called several places to find support but in the end, the owner still had to take the car to pay the fine and then come back.
At the 50-03S inspection center, the near-Tet inspection situation was also deserted. At only 10 a.m., there were not many cars left in line for inspection. Mr. Trinh Van Thinh, who had just stepped out of the inspection center, said: "I had to go through the inspection twice to pass because of a faulty light bulb. My car had a bulb replaced with a power booster, and the inspection staff said that the electrical structure could not be changed. So I had to go back and change it, which took a lot of time."
The director of a Registration Center in District 11, Ho Chi Minh City recommends: To avoid wasting time for vehicle owners and people waiting in line, all Registration Centers recommend that vehicle owners and drivers should proactively check, maintain, and repair any damage to the vehicle before going for inspection to avoid the vehicle failing the inspection and having to be repaired many times, creating more congestion. Among the errors that require "turning the vehicle around" today, the most notable is the fine, which vehicle owners can completely check through the Registration Center application or on the website of the Registration Department. In addition, some other subjective errors such as changing the electrical design, forgetting to renew the positioning... also waste time for vehicle owners to fix.
Will traffic jams return in April?
In recent days, many car owners have been worried when they saw a notice from the Vietnam Register warning that the risk of traffic jams may return in April. Specifically, the Vietnam Register said: According to statistics on vehicles due for inspection and the operation of inspection units nationwide, the Vietnam Register found that in 2024, the number of vehicles coming for inspection at inspection units will increase.
To minimize unnecessary damage to people and businesses, the Department of Vehicle Inspection recommends that the transport association notify its members, transport businesses and vehicle users to take advantage of February and March 2024 when the number of vehicles coming for inspection has not increased, so that they can bring their vehicles for inspection early or coordinate with the inspection unit to conduct acceptance and re-inspection for some cases that have been renovated or arbitrarily renovated not in accordance with the Inspection Certificate and Inspection Stamp issued before February 15, 2024.
Some leaders of the Inspection Center in Ho Chi Minh City also predict that the number of vehicles coming for inspection will increase again in April 2024. Normally, this is the time of the annual April 30 holiday. In previous years, consumers often buy cars for travel and the need for transportation also increases at this time.
Mr. Minh Long, owner of a transport company in Ba Ria-Vung Tau, recalled: "The traffic jam a year ago made most businesses lose sleep, now we are still quite worried. Regarding the recommendation of the Department of Registration, I think there are some points that businesses have to consider. First is the cost, for businesses with a large fleet of vehicles like us, the inspection period is calculated very carefully, usually only a few days before the expiration date, if the inspection is done early, it will cost money and road fees. Just 1 month earlier than the schedule is considered a loss of 10% of the fee, multiplied by many vehicles, the business will suffer a huge loss. At the time of serious traffic jams last year, we accepted 1 month earlier inspection to put the vehicles into operation, but now the situation is not so bad, so businesses do not see the need to go for early inspection".
Responding to Thanh Nien , Mr. Nguyen Van Hung, Permanent Vice President of Binh Duong Automobile Transport Association, commented: "According to the reflection of member enterprises, the vehicle inspection situation in Binh Duong province and neighboring areas is still taking place normally, there is no congestion. Maybe because the Department of Vehicle Inspection had proactively warned in advance, so many car owners have tried to register in other areas on the way to travel or deliver goods. Today, the Department continues to warn and warn of congestion in April, businesses are also quite worried, but the current reality is not too bad. Therefore, businesses will also calculate the most favorable plan."
The Department of Registration also recommends that vehicle owners should bring vehicles that are about to expire, have expired or are past the expiration date for inspection (especially vehicles that have been extended for inspection according to the provisions of Circular 8/2023) to choose an early and suitable inspection time such as February and March 2024; be proactive when on the way home, on business trips, traveling , picking up goods, or delivering goods, they can go to any convenient inspection unit for inspection.
