Giving his opinion at the 10th National Farmers' Forum, Dr. Bui Quy Thuan, Lecturer at Phenika University, said, Recently, the application of technology in connecting agricultural markets has received increasing attention. Many local leaders and influential people have participated in livestreaming to support sales for farmers. Is this approach reasonable and sustainable? Do we need clear planning and direction to avoid unhealthy competition, ensure the domestic market develops harmoniously and Vietnamese agricultural products retain their proper value?

“Vietnamese enterprises are actively exporting OCOP products abroad, but we have not paid much attention to the domestic market. What should enterprises do to support enterprises in promoting the domestic market?”, Mr. Thuan asked.

Responding to this content, Ms. Le Hoang Oanh, Director of the Department of E-commerce and Digital Economy , said that applying information technology in sales (livestream) is inevitable not only in Vietnam but also in the world. In China, they are strongly applying the form of livestream to promote and sell products, in the next 5 years, they will continue to deploy this technology application to sell products.

Regarding the issue of how to livestream healthily, Ms. Le Hoang Oanh said that the Ministry of Industry and Trade is drafting the Law on E-commerce. This includes specific provisions regulating livestreaming, clear regulations on issues related to sales through this form to help localities and people livestream in the right direction, in accordance with regulations and with higher efficiency.

Regarding the question of supporting businesses to promote trade in the domestic market, Director of the Trade Promotion Department Vu Ba Phu said that in the recent past, the Department has coordinated with the Ministry of Agriculture and Environment and localities to promote trade in OCOP products. Every year, the Trade Promotion Department also organizes supply and demand promotion to approach FDI enterprises or domestic retailers to help people consume OCOP products faster.

Also according to Mr. Phu, in the past 4 years, since the COVID-19 pandemic, the Department of Trade Promotion has continuously trained and educated people to livestream sales, and the Department's units have also caught up very early on new sales trends to help people sell effectively right on the spot, locally.

“In the past time, tens of thousands of farmers have sold products from OCOP to other products on the livestream platform. Through the new platform, it has helped bring their products further, from villages to communes, provinces and to foreign markets. Every year, we also organize many large fairs and invite thousands of foreign buyers to cooperate and sell to farmers,” said Mr. Phu.

Farmers "complain" about high floor fees and expensive delivery

Also related to selling through e-commerce sites, Ms. Chao Thi Yen, Goong Cooperative (Lao Cai) said that currently, the Vietnamese e-commerce market has many large enterprises, accounting for an important market share in import-export value. Through her own experience, she found that the three most difficult things are high floor fees while the profit margin of agricultural products is very low.

"If we sell at a low price, we will lose money, while increasing the selling price will make it difficult to gain a competitive advantage," she said.

Second, e-commerce platforms also have many strict conditions, making it difficult for people to access. Third, many orders have high shipping costs, even double the value of the product.

Faced with this issue, Ms. Yen questioned the plan and solutions of the Ministry of Industry and Trade to coordinate with major e-commerce platforms to protect the rights of consumers and legitimate producers, while selling Vietnamese agricultural products in the domestic market as well as abroad.

Responding to Ms. Yen, Ms. Le Hoang Oanh, Director of the Department of E-commerce and Digital Economy, said about solutions related to reducing floor costs and transportation costs to support products, especially agricultural products, on e-commerce floors. The Ministry of Industry and Trade has issued the National E-commerce Development Strategy for the period 2026 - 2030 (temporarily applying for the 5-year period 1).

In this strategy, the Department has assigned the Departments of Industry and Trade and industry associations the responsibility of developing specific projects to support localities. Currently, the agency is actively guiding localities to implement the strategy.

Regarding floor fees and transportation costs, Ms. Oanh noted that these are factors of the market mechanism, so the State cannot directly intervene in the business activities of enterprises.

However, the Ministry of Industry and Trade, specifically the Minister assigned the Department of E-commerce, has worked and had agreements and commitments with major e-commerce platforms.

The platforms have committed to implementing many support programs such as: promoting OCOP products, introducing new local products; guiding localities to meet standards to put products on the platform; organizing free training courses (especially large platforms such as Shopee, TikTok, Lazada and Amazon for export) to help Vietnamese businesses sell on international e-commerce.

To reduce floor fees and transportation costs, the Department's leaders encourage solutions such as improving product quality and scale; consolidating goods and combined transportation (linking products together for common transportation, reducing logistics costs).

For example, in the Northwest region, rice sellers will combine the same shipment to reduce shipping costs. In addition, participating in promotional programs outside the annual program, the upcoming Online Friday to request large e-commerce platforms to implement large discounts and promotions, is a good opportunity to promote products at lower costs.
