In the context of comprehensive digital transformation and deep international integration, Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on "Innovation in law-making and enforcement (THPL) to meet the requirements of national development in the new era" is an important milestone, affirming the central position of law in creating development and consolidating the socialist rule-of-law state.
The context of comprehensive reform of the state apparatus further demonstrates the Party's role in directing the review and removal of institutional "bottlenecks", ensuring that the law "paves the way" for comprehensive reform.
Up to now, the Department of Justice has proactively coordinated with advisory agencies to review and propose solutions to improve the law to remove difficulties and obstacles. Based on the 7 proposed groups of solutions, the corresponding tasks at the local level have been specified, clearly stating the responsibilities of the agencies and units in charge and coordination. The judicial sector plays a key role, creating a breakthrough in the work of law enforcement, ensuring that the law is implemented fairly, strictly, consistently, promptly, effectively and efficiently; closely linking law enforcement and law enforcement, further enhancing the sense of responsibility and innovative thinking. The focus is on developing a team of high-quality legal staff; creating a special treatment mechanism for legal staff, commensurate with the complexity and pressure of the work.
Along with that, pay attention to resources for applying digital technology and artificial intelligence to serve innovation and modernization of the work of building and organizing THPL; ensure "correct, sufficient, clean, alive", interconnected, easy to exploit, easy to use, information security and state secrets. Integrate digital technology applications, synchronous digital transformation in popularizing, educating the law, legal aid... into the "digital learning" movement. Develop policies to promote the development of digital technology enterprises, providing digital services and utilities in the legal field.
The judiciary continues to promote communication and improve people's awareness and access to the law. Develop a communication program to disseminate modern and friendly legal policies, taking advantage of social networks and digital platforms, thereby contributing to building a culture of respect for the law, attaching the responsibility of people and businesses to the process of perfecting legal policies.

Opportunities for scientific research and innovation
Hue City is known as a cultural and educational center, a place where many large research institutes and universities in the Central region converge. In the context of the whole country fully implementing Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation (KHCN, DMST) and national digital transformation (CĐS), it has opened up a strategic vision and is a strong driving force for the development of Hue City in particular and the whole country in general.
In recent years, science and technology and innovation activities in Hue have had many achievements, forming an innovation ecosystem with dozens of technology products with commercialization potential, nearly 30 research results transferred, 27 intellectual property registration applications and 17 degrees granted. Strong research groups in the fields of biotechnology, medicine, high-tech agriculture, information technology, culture and tourism are gradually asserting their reputation.
The Law on Science, Technology and Innovation 2025, which takes effect from October 1, 2025, brings many innovations: Special treatment for individual researchers, encouragement to establish science and technology funds, testing mechanisms (sandboxes) for new fields, tax incentives for enterprises investing in R&D. Along with that, Hue city is orienting to build an innovation center, develop key laboratories, implement policies to attract talent, support startups, form institutions of the semiconductor industrial chain... If these mechanisms are effectively implemented, Hue will have new driving forces: Attracting and retaining talent, strengthening the connection of "4 houses" (state - school - scientist - business), developing specific products associated with local strengths such as smart tourism, biotechnology, medicinal herbs, organic agriculture, smart urban management..., making practical contributions to socio-economic development.
The new mechanism from the Central Government and new motivation from the locality have created special opportunities. This is the foundation for Hue to form a dynamic innovation ecosystem, strongly develop high-tech enterprises, accelerate the digital transformation process, and build Hue into a smart, modern city. I believe that, with high political determination and special policy mechanisms, Hue will take advantage of opportunities, turn science and technology, innovation and digital transformation into breakthrough driving forces, bringing the city to rapid and sustainable development in the coming period.

Promoting "soft power" and accelerating international integration
In the context of the world and the region constantly changing, complex, unpredictable and hard to forecast, international integration not only opens up many development opportunities but also poses severe challenges for each locality. In that situation, foreign affairs, especially international integration, increasingly affirms its key role, both creating a direct driving force for the socio-economic development of Hue City, and contributing to the overall growth, enhancing the prestige and position of the country in the international arena.
In the coming period, in parallel with international integration in politics, defense and security as the core, Hue City aims to focus on promoting international economic integration, making the most of external resources to promote the city's socio-economic development. Pay attention to promoting international integration in science, technology and innovation, contributing to improving the local competitiveness at the national and regional levels; maintain good international integration in culture, society, tourism, environment, education - training, health, actively contributing to building Hue City to develop rapidly, sustainably, worthy of being a national-level urban area with unique culture and heritage.
The Foreign Affairs Department of Hue City continues to proactively advise on activities to enhance the city's foreign affairs and comprehensive international integration. Research and propose policies and orientations to deepen international economic relations and multilateral integration. Actively coordinate with relevant departments and branches to strongly innovate investment, trade and tourism promotion. Continue to promote cultural diplomacy, promote the role of Hue's "soft power", strengthen people-to-people diplomacy and promote the role of the Vietnamese community abroad, especially overseas Vietnamese of Hue origin.
Together with departments and branches, review, evaluate and propose solutions to improve the effectiveness of attracting, mobilizing and using official development assistance (ODA), foreign direct investment (FDI) and foreign non-governmental aid (NGO). At the same time, pay attention to developing high-quality human resources in the Foreign Affairs sector to meet the requirements of international integration.

Create the best conditions for business development
The private economy is increasingly asserting its role as an important driving force in economic growth. In Hue City, promoting the role and position of the private economy is of interest, through policies on training to improve capacity, promote trade; support and remove difficulties for investors and businesses; change the approach from "management - licensing" to "accompanying - serving", creating the best conditions for businesses to develop. The city is also resolutely removing difficulties, supporting investors in implementing key, large-scale projects, continuing to promote the effectiveness of the operations of 4 working groups established since 2022 with the goal of monitoring and managing investment projects to urge, inspect, supervise and handle problems.
The Center for Investment Promotion, Trade and Enterprise Support of Hue City has also made efforts to fulfill its mission as a bridge to implement trade promotion and industrial promotion activities; connecting and expanding the market for small businesses and startups in the area. A small but effective initiative is that the Center has established project support groups using the Zalo application to receive and immediately resolve investors' problems, ensuring that feedback is processed promptly and quickly.
In the spirit of Resolution 68 of the Politburo on private economic development for the 2025-2030 term, the city will continue to improve the investment and business environment, promote administrative procedure reform; prepare well in terms of infrastructure, land, and human resources associated with promoting investment promotion activities.
We will also pay attention to promoting the connection between private enterprises and state-owned enterprises, FDI enterprises, research institutes and universities to create synergy. We will focus on coordination to contribute to creating this connection, helping enterprises go further.

Hue can absolutely become a "model heritage city"
In addition to the achievements, the culture and sports sector still has many bottlenecks that need to be resolved. The restoration and conservation of relics still depends heavily on the state budget, while socialized resources have not been effectively exploited. The connection between heritage conservation and tourism development sometimes focuses on "exploitation" without paying enough attention to the "value and sustainability" factors. The system of cultural and sports institutions at the grassroots level is still lacking in synchronization, many works are degraded, and have not met the increasing needs of community activities and physical training of the people.
Another bottleneck is the limited supply of high-quality human resources in culture and sports, and the lack of experts capable of leading large-scale projects, especially in the fields of cultural industries and creative economy. This is an issue that requires a long-term strategy to fundamentally resolve.
One of the prerequisites for Hue to make a breakthrough is to increase investment in the system of cultural and sports facilities. Reality shows that many cultural houses, libraries, museums, stadiums, gymnasiums, etc. currently do not meet the development needs. The city needs a breakthrough policy, encouraging combined public-private investment, mobilizing social resources to build modern, multi-functional works, serving both the community and tourists.
I hope that in the coming period, Hue will have a national performing arts center, an international-class urban heritage museum, regional-standard stadiums and gymnasiums, and many open public spaces for people to enjoy and create. This is not only hard infrastructure, but also the foundation for Hue to nurture “soft infrastructure” - that is, human resources and a creative environment for the future.
It can be said that Hue today is facing a great opportunity, with not small challenges but also full of potential for breakthroughs. The only way for Hue to affirm its position is to take culture as a pillar, heritage as a foundation, and cultural industry as a driving force for sustainable development. Tourism needs to break through and truly become a spearhead economic sector.
In recent times, Hue city tourism has developed and recovered strongly after the pandemic. In the first nine months of the year, Hue tourism is estimated to have reached more than 4.9 million visitors and is forecast to reach the target of 5.5 - 6 million visitors in 2025. Hue tourism brand has gradually affirmed itself as a green, safe, friendly destination with many types of rich and unique products.
In the 2025 - 2030 term, tourism continues to be identified as a key economic sector. Hue City has prioritized investment in infrastructure to develop tourism in a smart, sustainable and environmentally friendly direction. Gradually diversify and improve the quality of products; build unique tourism products, bearing the Hue brand with culture and heritage as the main focus; develop spiritual cultural tourism products, ecological, resort, sea-lagoon, resort tourism combined with medical examination and treatment, conferences, seminars, traditional crafts and craft villages, experiential tourism, shopping, entertainment, sports, culinary tourism...
Forming and developing cultural industrial products, effectively exploiting culinary streets, shopping for high-end souvenirs and service chains in the center...
Based on existing trends and advantages, we will evaluate potential customer trends and target markets, from which we will have specific and appropriate product development strategies to attract tourists according to each specialized market, especially products and services that can attract and prolong tourists' stay.
We expect that, with the highest determination, the 17th City Party Executive Committee will continue to orient and make many appropriate decisions to promote the socio-economic development of Hue City. In particular, it will pay attention to many investment resources; have appropriate policies to attract strategic investors, bringing about strong breakthrough opportunities, so that tourism can truly be a spearhead economic sector bringing many positive values.

Accompanying and making Hue a major training center of the country
Developing Hue University into a National University is not only the task of the education sector, but also a national strategy, closely linked to the goal of turning Hue city into a major education and training center of the country, in accordance with the direction of the Politburo.
In recent times, Hue University has made positive changes in training, scientific research, international cooperation and community service. However, to promote its existing potential and play the role of a key university and postgraduate training center in the Central Highlands, completing the project to develop Hue University into a National University according to the roadmap is an urgent task.
All levels, sectors and localities need to continue to pay attention to and accompany Hue University, proactively propose to the National Assembly, the Government, relevant ministries and sectors to soon submit the project to develop Hue University into a National University to the competent authority for approval. This is not only the wish of Hue University but also a goal clearly defined in the Central and local resolutions.
To realize the goal of sustainable development, Hue University needs specific support from all levels and sectors in planning and building synchronous infrastructure. In particular, prioritizing land allocation, site clearance and investment in transport, electricity, water and information technology infrastructure in the planning area for Hue University is a prerequisite.
Improving scientific research capacity and technology transfer is also an indispensable pillar of Hue University and Hue City in general. There needs to be a separate mechanism to attract and retain high-quality human resources, especially talented young scientists, experts and lecturers. Another important factor is to strengthen the close connection between Hue University and agencies, departments and branches of provinces and cities in the Central Highlands region, as well as the business community. Effective coordination will help Hue University promptly grasp practical needs, create training, research and technology transfer programs that are close to the requirements of regional development and international integration.
Developing Hue University into a National University is not only an expectation, but also a strategic requirement to raise the status of regional higher education, making an important contribution to the country's sustainable development.

Creating a new breakthrough for cutting-edge education
Hue has long been known as a land of studiousness and a rich tradition of mandarin education. From that foundation, the education and training career of Hue City has always focused on parallel implementation of the tasks of mass education and key education. Over the past years, Hue City's education has achieved many outstanding achievements in both aspects. In particular, key education has made a strong impression when Hue continuously ranked among the leading groups in the country in terms of national and international excellent student achievements. Especially in the playground "Road to Olympia", Hue is the only locality to bring home 8 television bridges and 3 championships.
To achieve that result, the city has focused on a number of key solutions: Investing in developing key schools; paying attention to entrance examinations with serious and quality examinations; innovating the annual selection of excellent students; implementing preferential policies, creating an academic environment for teachers and students; issuing many special support mechanisms; focusing on attracting high-quality resources, including inviting former students who have achieved international achievements to return to inspire and support students.
Entering the new term, with the advantages from Resolution 71 and Resolution 57 of the Politburo, Hue City education has the basis to focus more, especially in implementing policies to attract human resources; recruiting a team of excellent teachers trained from prestigious universities abroad; increasing investment in facilities; innovating teaching and learning methods and means; expanding training and fostering in new fields; developing students' capacity in music, art, sports... Besides Quoc Hoc High School for the Gifted - Hue, there will be a focus on innovating and expanding forms of talent development in general schools through club activities, scientific research, start-ups and innovation.
An important highlight is to strengthen the connection between higher education and general education to promote the strengths of higher education institutions in supporting research, innovation, AI application and practice for students. Thereby, helping high school students - especially in the fields of science, engineering and technology - both orient their future careers and improve their practical application capacity.
