New deep flooding appears on Hanoi-Thai Nguyen highway

On October 11, information from the Vietnam Road Administration said that the Hanoi-Thai Nguyen expressway was still deeply flooded due to rising floodwaters, and new flooding spots had even appeared.

According to a report from Road Management Area I (Vietnam Road Administration), as of noon on October 11, the Hanoi - Thai Nguyen expressway was still deeply flooded due to rising floodwaters.

Specifically, at Km29 (left of the route) from Thai Nguyen to Hanoi, the water level has receded to about 20-30cm, vehicles move slowly. On the right side of the Hanoi-Thai Nguyen route, the water has completely receded. The flooded point at Km28+200 on the left of the route has completely receded. However, this expressway has had a point where water has risen to the roadside since 6:00 p.m. on October 10 with a height of about 30cm at Km27-Km27+030 on the left of the route in Trung Gia commune, Hanoi city.

To ensure traffic safety, Road Management Area I coordinates with the Traffic Police and Thai Nguyen Provincial Police to regulate traffic at Yen Binh intersection at Km41+350, and with Traffic Police Team No. 15, Hanoi City Police to regulate traffic at Km29+250. Specifically, vehicles with less than 9 seats traveling from Hanoi-Thai Nguyen, old Bac Kan , Cao Bang follow the Hanoi-Thai Nguyen expressway to Bac Phu intersection at Km26, exit National Highway 3 at Km24 and National Highway 37 to Bac Ninh. In the direction from Cao Bang, old Bac Kan, Thai Nguyen to Hanoi, take the expressway to Yen Binh intersection at Km41+850, exit National Highway 3 at Km42, and continue to Hanoi and the delta provinces.

The leaders of the Vietnam Road Administration said that in recent days, road management units have mobilized maximum human resources, equipment and materials, working through the night with a high determination to reduce damage, overcome the consequences of natural disasters and soon reopen the route to ensure smooth and safe traffic. The Vietnam Road Administration is continuing to direct units to urgently overcome and closely coordinate with localities to soon completely reopen the remaining congested locations, ensuring safe and smooth traffic.

Regarding railway traffic, information from the scene, the leader of Ha Thai Railway Joint Stock Company said that from yesterday until now (October 11), the railway has mobilized hundreds of human resources and machinery to organize construction in 3 shifts, urgently rescuing railway positions that were eroded by floodwaters in Trung Gia commune (Hanoi).

The railway industry also "stayed up all night" to fix problems caused by floods.

Due to storm No. 11 and the post-storm circulation causing widespread flooding, floodwaters in recent days have caused serious erosion of the railway section from Km 16+700 - Km 18+300 in Trung Gia commune on the Dong Anh - Quan Trieu route. There are 3 most severely affected locations, including a location where floodwaters washed away the entire roadbed, 40m long and about 4m deep, the rails were "suspended", creating a large gap like a broken dike, floodwaters rushed downstream, completely paralyzing the railway. As soon as the incident was detected, the company mobilized forces to be on duty, surveyed the damage and developed a treatment plan, and regularly checked and kept alert to respond promptly.

Leaders of Vietnam Railway Corporation also inspected the scene and agreed on a solution: Transporting boulders from railway quarries in Dong Mo, Thinh Chau, Phuc Yen to dump rocks, drop rock cages, and "fill" the erosion points. Since yesterday, the railway has mobilized hundreds of personnel to participate in the rescue.

Rocks and materials were transported by train and car to the level crossing about 600m from the damaged railway section, then transported by cart to the eroded location for construction. By this morning, 2 points had been repaired, so that trains carrying rocks and materials could reach the most severe location, focusing on rescue. The immediate goal is to prevent upstream floodwaters from overflowing the roadbed, ensuring safety for downstream residential areas; then deploy to restore the rail track and restore train operations.
