Disseminate new regulations in the construction sector to commune-level authorities

On September 13, at Tuy Hoa Ward People's Committee, the Department of Construction held a conference to disseminate, guide and remove difficulties and obstacles in state management of the construction sector under the authority of the Commune People's Committee.

The conference was held under the chairmanship of the leaders of the Department of Construction.

At the conference, representatives of the Department of Construction's specialized departments presented many papers related to new regulations in the construction sector. The papers revolved around a number of contents such as: legal documents detailing the implementation of the Law on Construction, the Law on Urban and Rural Planning; guidance on new provisions of legal documents detailing the implementation of the Law on Construction, the Law on Urban and Rural Planning under the authority of local authorities at the commune level (regarding the work of planning preparation, appraisal and construction permit issuance); guidance on appraisal of fire prevention and fighting designs by specialized construction agencies according to the provisions of the law on fire prevention, fighting and rescue, etc.

Provincial Party Committee member, Director of the Department of Construction Cao Dinh Huy spoke at the conference.

Delegates discussed and shared many practical situations arising at the grassroots level. Many localities reported overlapping coordination between commune-level authorities and provincial-level specialized agencies, making it difficult to quickly resolve requests from people and businesses.

Localities also requested the Department of Construction to provide specific guidance on the authority and procedures of specialized construction agencies in appraisal work in the commune area...

Mr. Nguyen Quoc Thang, Chairman of Binh Kien Ward People's Committee, raised some problems in the field of construction management in the locality.

Responding to questions from the establishments, representatives of the Department of Construction gave specific instructions, emphasizing the application of information technology in receiving and processing documents; enhancing training and professional development for officials in charge of construction in communes and wards. At the same time, they requested localities to focus on legal propaganda so that people and businesses can understand and comply with the regulations.

According to Provincial Party Committee member and Director of the Department of Construction Cao Dinh Huy, guiding and resolving difficulties and obstacles in state management of the construction sector under the authority of the People's Committee at the commune level not only helps the grassroots government apparatus operate effectively, but also contributes significantly to ensuring construction order, development in accordance with planning, and protection of the landscape and living environment of the community. This is also a practical step to realize the goal of building a strong grassroots government, serving the people better and better.
