The working delegation included Ms. Bui Thi Thom - Vice President of the Central Executive Committee of the Vietnam Farmers' Union as Head of the delegation, Mr. Nguyen Hong Son - Head of the Propaganda Department and Ms. Nguyen Thi Van Anh - Head of the Central Inspection Committee of the Vietnam Farmers' Union.

At the working session with the Farmers' Association of Hai Phong City, Ms. Nguyen Thi Thom - Vice President of the Central Committee of the Vietnam Farmers' Association and members focused on the following contents: Association activities and farmers' movements in the first 6 months of the year, directions and tasks for the last 6 months of the year; Results of the implementation of Resolution 19-NQ/HNDTW dated July 20, 2014 on strengthening and innovating propaganda and mobilizing farmers in the new situation; activities of clubs including the Farmers' Club with the law; Good production and business club; Farmers' Science and Technology Club.

According to Mr. Tran Quang Tuong - Chairman of Hai Phong City Farmers' Association, the City Farmers' Association specified the tasks of the Association and the farmers' movement in 378 documents.

The Association has maintained for many years the free distribution of 100% of the Association's Newsletter to the branches, and of the Today's Rural Newspaper to 100% of the Association's bases from the city's budget. Continue to train and improve the professional qualifications and skills of the Association's staff.

For Hai Phong, the city is implementing the arrangement of administrative units, after the arrangement, there will be a reduction of 50 commune-level units compared to before the arrangement. The Standing Committee of the City Farmers' Association has guided all levels of the Association to register 79,415/78,005 households to strive to achieve the title of excellent producer and business at all levels (achieving 102% of the target); repaired 19 "Farmer's Warm Homes" for poor, near-poor farmer members, and disadvantaged households who do not have the conditions to improve their housing.

The Farmers Support Fund at all levels in the city increased by 10 billion VND (excluding the Central Government's entrusted source), supported 223 agricultural products recognized as OCOP products; mobilized support of over 8.2 billion VND, 26,108 working days; built and repaired 260 "Farmer's Shelter" houses...

Continue to implement the project "Propaganda and mobilization of farmers to treat waste in Vietnam" in Hai Phong; Organize the signing of 02 coordination programs between the City Farmers' Association and the City Social Insurance, coordination between the Hai Phong City Farmers' Association and the Lao Cai Province Farmers' Association.

From 2014 to present, 56 "Farmers with the Law" clubs have been maintained at the Association's facilities with 1,785 members. Due to many reasons such as lack of operating funds, the law bookcase model was merged with the same general document cabinet of the Commune People's Committee. In particular, club members were transferred to work or retired and did not participate in activities... so the clubs stopped operating or dissolved themselves after a period of time.

The "Good Farmers in Production and Business" Club at the city level has 01 Club with 54 members, the district level has 10 Clubs with 350 members, the district level has 23 Clubs with 575 members with the 5 same criteria (same field of labor, production, business, service - same concern - same sharing - same responsibility and same benefit).

Regarding the "Farmers' Science and Technology" Club, the Hai Phong City Farmers' Association commented on the draft Guidelines for establishing and organizing specific activities as follows: Replace the phrase "playground" with the phrase "forum"; Propose to add the phrase "access to science and technology" after the phrase "raising awareness"; Propose to remove the phrase "passionate desire" and replace it with the phrase "wish to join the club"; Propose to increase the number of members from 05 to at least 07; Propose to add step 5: application form for establishing the club.

In the tasks of the last months of the year, the City Association continues to direct the completion of emulation covenant targets, Association activities and farmers' movements in 2024. Strengthen the activities of Inspection Committees at all levels to inspect and supervise the implementation of the Charter of the Vietnam Farmers' Association, term VII.

The Association has coordinated with the City Social Policy Bank to organize training, inspection and supervision of the Loan Trust Program for the poor and other policy beneficiaries in districts; and training on the Farmers Support Fund.

After listening to the reports and sharing of the City Farmers' Association as well as the grassroots level Association, at the working session, Vice President Bui Thi Thom assessed that the direction and implementation of the Hai Phong City Farmers' Association was very methodical, with each item, each task, each responsibility, and work clearly and specifically addressed to each person.

The Association has assigned staff to participate in regular activities at the grassroots level. A systematic arrangement of work will facilitate the process of achieving goals and avoid the situation of being leisurely at the beginning of the year and struggling at the end of the year.

In the content sharing about the difficulties in maintaining the activities of the Farmers' Club with the law, the Farmers' Association of Hai Phong City also informed very frankly and openly. As for the Good Production and Business Club, the locality is trying to maintain its activities.

Also during the working session, Vice President Bui Thi Thom requested the Hai Phong Farmers' Association to continue promoting propaganda on agriculture, farmers and rural areas; further specify implementation plans; pay attention to helping farmers in all fields; support capital, vocational training, career conversion, promote traditional occupations; maintain and develop clubs and promote the movement of the Farmers' Association to be good producers and businessmen in the business field.
