Initial effectiveness of ward-level trade unions

Since July 1, 2025, along with Quang Ninh officially implementing the 2-level local government model, trade union organizations at the commune, ward, and special economic zone levels have also been established, consolidated, and put into operation. Accordingly, the whole province has had 22 trade unions at the commune, ward, and special economic zone levels established, ensuring synchronization in the political system, promptly inheriting and continuing activities to care for and protect the rights of workers at the grassroots level.

Immediately after its launch, with the close direction and guidance of the Vietnam General Confederation of Labor and the Quang Ninh Provincial Confederation of Labor, the ward unions quickly stabilized their organizations and implemented many practical activities, creating trust and excitement for union members and workers.

In a short time, the ward unions organized Executive Committee meetings, completed personnel, built operating regulations and work programs. This helped the apparatus quickly operate synchronously, avoiding interruptions in activities to care for the lives of union members and workers.

In Ha Long Ward, the Trade Union organized a conference to disseminate the Resolution of the Ward Party Congress for the 2025-2030 term, and at the same time deployed an action plan in accordance with the actual situation. Notably, the ward trade union also launched an online contest to learn about the Trade Union Law and the Social Insurance Law, attracting a large number of union members to participate, thereby contributing to raising legal awareness for workers.

At these conferences, Mr. Nguyen Viet Bac, Chairman of the Ha Long Ward Trade Union, shared: “We always closely follow the leadership of the Party Committee, coordinate with the People's Committee and mass organizations, concretize targets and solutions into practical activities. The focus is to care for and protect the legitimate and legal rights and interests of union members and workers, and at the same time launch patriotic emulation movements, connecting businesses with workers.”

Among the newly established ward unions, Bai Chay Ward Union is a typical unit that has applied digital technology in management and operation early. Right from the beginning, the union has applied digital signatures, union member management software and accounting software, helping to save time and costs, while making operations transparent.

In parallel, the Bai Chay Ward Union also launched the "Digital Literacy for the People" movement, organized training on digital skills, information security, and provided instructions on using electronic public services and VNeID for union members. Hundreds of officials and employees participated, thousands of leaflets were distributed, spreading digital knowledge in the community.

Ms. Nguyen Thi Duyen, Chairwoman of Bai Chay Ward Trade Union, said: “Digital transformation not only serves administrative work but also creates conditions for union members and workers to access policies quickly and transparently. Thereby, the trust of workers in the trade union organization is increasingly strengthened.”

Activities to care for the lives and health of union members and workers have been implemented synchronously by ward unions. In Ha Long ward, the free health consultation and examination program for 500 union members and workers has brought practical benefits, helping to detect early disease risks, creating peace of mind for workers. Bai Chay ward union also coordinated with local businesses to organize the program "Union member welfare", supporting nearly 200 union members and workers to receive free general health check-ups, ultrasounds, and tests. In addition, the "Union Meal" movement has been responded to by many units, bringing cozy and meaningful meals, increasing the connection between the union and union members.

In many other localities such as Dong Trieu ward, Viet Hung ward, Hong Gai ward... the ward unions have also coordinated to organize legal training, propaganda on cybercrime prevention, and free health check-ups for hundreds of union members. These activities are not only practical for the lives of workers but also contribute to building a safe, civilized, and progressive working environment.

After less than 3 months of establishment, ward unions in Quang Ninh have affirmed their role as a reliable support for union members and workers. From stabilizing the organization, promoting digital transformation to implementing welfare and health care, ward unions have quickly made their mark, gaining recognition from Party committees and authorities, and trust from union members and workers.
