Summary of the work of the Emulation Cluster of the Lawyers Association of the Northern Mountainous Provinces

On November 28, in Phu Tho , the Emulation Cluster of the Lawyers Association (HLG) of the Northern mountainous provinces (Cluster No. 1) held a conference to summarize the Association's work and emulation movement in 2024; and deploy tasks for 2025. Attending the conference were comrade Duong Dinh Khuyen - Deputy General Secretary of the Vietnam Lawyers Association; leaders of a number of departments, agencies and branches of the province; leaders of the Lawyers Association of 13 provinces in the Emulation Cluster.

In 2024, under the direct leadership and direction of the Provincial Party Committee, Provincial People's Committees, and the professional guidance of the Vietnam Women's Union Central Committee, the Women's Unions in the Emulation Cluster overcame difficulties to successfully complete the tasks of the Women's Union and emulation movements.

Representatives of HLGs of provinces in the emulation cluster signed the emulation covenant.

During the year, the HLGs of the provinces in the Cluster participated in and organized 215 conferences on policy and law making; contributed comments on 3,784 draft laws and other legal documents at the request of the National Assembly Delegation, People's Council, People's Committee and local departments and branches. The Associations at all levels in the Cluster organized legal consultation for 4,308 cases; provided legal aid for 6,112 cases; and successfully mediated 4,580 cases; reaching a rate of 80%. The HLGs in the Emulation Cluster sent members to participate in 105 supervisions of law implementation organized by the Provincial Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of the provinces and other agencies and units.

The work of developing the Association's organization and membership continues to receive attention, increasing in both quantity and quality. Up to now, in the Emulation Cluster, there are 71 district-level Associations, 186 Association branches under the provincial Association; 889 grassroots Association branches, with a total of 12,491 members.

In addition to the achieved results, the Emulation Cluster of the Northern Mountainous Provinces also frankly acknowledged some shortcomings and limitations in the work of the Association such as: The method of operation and organization of Association activities is not uniform at the grassroots level, mainly integrated activities. Information exchange, reporting, coordination in implementing tasks is sometimes not timely, not effective, many cadres and members are part-time...

Overview of the Conference.

At the Conference, representatives of HLGs of provinces in the Cluster focused on discussing and exchanging ideas to overcome shortcomings, limitations and issues related to the organization and operation of HLGs. The Cluster strives to excellently complete the political tasks of 2025 in all areas of HLGs' activities.

The emulation cluster unanimously agreed to honor the Emulation Council of Phu Tho province (Cluster Leader), the Emulation Council of Thai Nguyen province (Deputy Leader) to be proposed to award the Emulation Flag of Vietnam Emulation Council; unanimously proposed the Emulation Councils of Bac Can, Dien Bien, Son La, Hoa Binh, Tuyen Quang, Lao Cai, Yen Bai to be awarded Certificates of Merit by the Chairman of Vietnam Emulation Council; handed over the 2025 Emulation Cluster Leader to the Emulation Council of Dien Bien province, the Deputy Cluster Leader to the Emulation Council of Hoa Binh province and proceeded to sign the emulation pact.
