Speaking at the opening ceremony of Song Festival - Vietnam Card Day 2025 co-organized by Tien Phong Newspaper and NAPAS on the evening of October 18, Deputy Prime Minister Ho Duc Phoc reiterated the Government's national comprehensive financial strategy policy to 2025 and vision to 2030.
Vietnam strives to achieve the target of at least 80% of adults having cashless transaction accounts, growing 20-25%/year.
According to the Deputy Prime Minister, cashless payment is an inevitable and irreversible trend, the main flow in payment that Vietnam has caught up with very quickly.
Mr. Ho Duc Phoc suggested that the banking and finance sectors and relevant units focus on investing in technology and digital infrastructure and quickly increase and popularize non-cash payment points nationwide in all business and trading sectors.
Units are also required to strengthen security and safety measures, ensuring maximum benefits and rights of customers using cashless payment technology.
At the same time, these units expand, strengthen international connections and integration; promote training and development of digital human resources; strengthen propaganda, dissemination, and training of modern payment knowledge and skills.

Deputy Governor of the State Bank Pham Tien Dung said that the Vietnamese banking industry has been achieving outstanding results in digital transformation and innovation.
Advanced technologies such as QR Code, mobile payment, biometrics have been widely applied to improve service quality, optimize processes and create new values for customers. In recent years, the rate of non-cash payments has grown strongly, contributing to transparency of transactions, reducing social costs and promoting digital economic growth.
Mr. Pham Tien Dung emphasized that the young generation born in the digital age will not only be beneficiaries but also a driving force for change, contributing to building a smart, transparent, safe and sustainable payment society.
"The banking industry will coordinate with the financial industry to continue promoting the achievements, overcome challenges and contribute more to the national digital transformation, building a sustainable and prosperous digital economy," said Mr. Pham Tien Dung.
