In 2024, in Quang Tri province, there are 8 ODA projects with capital allocated for implementation with a total amount of over 213 billion VND; of which foreign capital from the central budget is over 132.7 billion VND; foreign capital borrowed is over 23.8 billion VND; local budget counterpart capital is over 43 billion VND; central budget counterpart capital is over 13.5 billion VND. However, the implementation of ODA projects in 2024 encountered many difficulties and problems, greatly affecting the disbursement results.
Specifically, in 2024, the central budget foreign capital allocated by the Government to ODA projects in Quang Tri province is very low (18.32 billion VND). To meet the foreign capital demand for ODA projects, implementing the direction of the Government, the Prime Minister and the request of the Ministry of Planning and Investment , the People's Committee of Quang Tri province has issued many documents reporting to the Ministry of Planning and Investment, requesting to synthesize and submit to competent authorities for consideration of additional central budget foreign capital for ODA projects in the province with a total capital of 209.92 billion VND.
On November 1, 2024, the Prime Minister decided to increase foreign capital by VND 114,402 billion to arrange for 2 ODA projects to be completed in 2024. However, the increased capital for the province only meets 54.5% of the locality's proposed needs, so the implementation of the projects faces many difficulties.
On the other hand, in 2024, a number of ODA projects must submit to the Prime Minister for permission to extend the time for allocating central budget capital to be eligible for assignment and supplement foreign capital plans such as: the project to Upgrade health facilities in Quang Tri province; the project on Basic infrastructure for comprehensive development of Quang Tri province; the project on Investment in construction and development of the grassroots health service delivery system in Quang Tri province.
In addition, the extension procedures go through many intermediary levels and take a lot of time, greatly affecting the implementation and disbursement of the 2024 plan.
