But the new judicial reforms have caused diplomatic tensions with Mexico’s two key trading partners, the United States and Canada, upset investors and sparked protests. Opponents say the reforms undermine democratic checks and balances.

Before the judicial reform bill was passed by the Mexican Senate on September 10, Margaret Satterthwaite, the UN special rapporteur on the independence of judges and lawyers, asserted that the election of all judges “does not exist in any other country.” She said that without strong safeguards to prevent the infiltration of organized crime into the judicial selection process, the electoral system could become vulnerable to such forces.
