National Assembly discusses cultural development program worth 256,250 billion VND

This morning (November 1), the Government submitted to the National Assembly the investment policy for the National Target Program on Cultural Development for the 2025-2035 period with a total resource of VND 256,250 billion.


On behalf of the Government, Minister of Culture, Sports and Tourism Nguyen Van Hung presented a report on investment in the National Target Program for Cultural Development for the 2025-2035 period.

Accordingly, the mobilized resources to implement the Program for the 2025-2030 period are expected to be 122,250 billion VND, and for the 2031-2035 period, 134,000 billion VND.

The program has seven general goals including perfecting personality, ethical standards, and the value system of Vietnamese people and families; improving spiritual life, access to and enjoyment of culture; and mobilizing social participation in managing, protecting, and promoting heritage values.

The program also aims to make culture an important part of the national economy; build professional, high-quality cultural and artistic human resources; promote national, scientific and popular character, international integration and promote the soft power of Vietnamese culture.

The government aims that by 2030, 100% of provincial administrative units will have enough cultural and sports centers, museums, and libraries. The cultural industry contributes 7% to the country's GDP. Every year, at least 5 major international cultural and artistic events abroad will have the official participation of Vietnam.

By 2035, the cultural industry strives to contribute 8% to the country's GDP. 100% of talented artists, civil servants and public employees in the cultural and artistic fields will have access to, be trained, nurtured and improve their professional skills and expertise.

Once the Program is approved, the Government will focus on building a policy framework and preparing for investment in 2025. In the 2026-2030 period, agencies will address the limitations and challenges. In the 2031-2035 period, culture will become an endogenous strength, a driving force for national development and national defense.

The reviewing agency - the Committee for Culture and Education proposed that the Government consider the suitability of a number of specific targets. By 2030, 100% of cultural and artistic units will carry out digital transformation and apply the achievements of the Fourth Industrial Revolution.

The Committee also assessed that the goal of 100% of pupils, students and students having access to and participation in arts and cultural heritage education by 2030 is difficult to achieve. The reason is that in remote, border and island areas, many students still have to study at schools, making it very difficult to access and participate in arts.

Through consultation, some delegates suggested that the Government carefully consider the investment policy to build a number of Vietnamese cultural centers abroad, to avoid waste and to be consistent with existing resources.

The National Assembly will vote to approve the Resolution on investment policy for the National Target Program on Cultural Development for the 2025-2035 period on November 26.
