All holidays of the year such as October 20, November 20, New Year's Day, Lunar New Year, March 8 and year-end summary have "envelopes" for homeroom teachers, nannies, and subjects with expenses ranging from 1 to 2.5 million VND.
According to the information, the class collected 1 million VND from each parent.
Speaking to Dan Tri reporter on the morning of October 19, Ms. Nguyen Thi Hau, Vice Principal of Vo Thi Sau Primary School, District 7, said that after learning about the incident, the school's Principal talked with the homeroom teacher to find out.
The homeroom teacher confirmed that the parents' representative committee did not discuss this revenue and expenditure plan with her.
The school also worked with the parent representative committee of this class on Thursday (October 17). The representative committee informed that these were the proposed expenses that they had not yet approved by the homeroom teacher.
Here, the school principal explained to parents that the spending on care and training for teachers and nannies was against the regulations. Therefore, the school requested parents not to include the above contents in the fund's activities.
At the meeting, the class's Parents' Representative Board also apologized to the school and homeroom teacher for shortcomings in planning revenue and expenditure.
The school's vice principal also informed that the fund was collected in violation of Circular 55, so the class's Parents' Representative Committee has returned the money to the parents.
Through the above incident, the school also noted that teachers of each class need to discuss carefully with parents about the income and expenditure of the parent fund. If any amount is against regulations, it must be stopped.
Ms. Nguyen Thi Hau said that at the parent-teacher conference held on October 13, the school thoroughly informed parents about the regulations in Circular 55 on the charter of the parent-teacher association.
The vice principal affirmed that the school has not yet asked parents to contribute to any student activities. The school still has certain expenses to ensure activities and movements for students.
