Half of the term of implementing the Resolution of the 14th Congress of the Binh Thuan Provincial Party Committee (term 2020 - 2025) has passed. The solidarity, unity, dynamism, creativity, and efforts with specific and practical actions have helped Binh Thuan achieve many remarkable steps forward, creating a diverse and prosperous economic picture, despite being heavily affected by the Covid - 19 pandemic.
Good results
At the beginning of the 2020-2025 term, along with the whole country, Binh Thuan had to face the severe impact of the Covid-19 epidemic. In the face of these difficulties, Binh Thuan always had a difference when it knew how to promote the tradition of dynamism, creativity, daring to think, daring to do, thereby making timely and correct decisions. Binh Thuan has well grasped the direction of the Central and the Government on flexibility in fighting the epidemic and managing socio -economic development. Binh Thuan also effectively implemented the spirit of turning "danger" into "opportunity", turning difficulties into development motivation, thereby achieving many important and relatively comprehensive results in the fields of socio-economy, national defense and security, creating initial changes in social life, contributing to the successful completion of the targets set by the Provincial Party Congress.
With strategic orientations, Binh Thuan's economic picture is increasingly bright when the average GRDP growth rate in the 2021-2023 period is estimated at 5.76%/year; the economic structure is shifting in the right direction. Economic sectors develop relatively evenly, some of the province's potential advantages are utilized and exploited better and better. Power projects are being accelerated, infrastructure of industrial parks and industrial clusters is being directed and implemented. Service - tourism industries are bustling again after the Covid-19 pandemic; the number of tourists and revenue from tourism activities have regained growth momentum, especially during holidays and Tet. Agricultural, forestry and fishery production has developed in the direction of gradually improving quality; some advantageous crops have also developed relatively stably. Many efforts have been made in implementing policies to support fishermen in exploiting seafood in far-off seas, and policies to support the development of people's livelihoods and the socio-economic development of ethnic minority areas; the movement to join hands and build new rural areas has received attention and direction in implementing according to the set plan.
In addition, budget revenue is quite good, local budget expenditure has made many efforts; resources for development investment continue to be mobilized more, essential infrastructure systems are promoted to contribute to promoting local socio-economic development. The work of removing difficulties and obstacles, supporting enterprises and promoting and attracting investment has achieved increasingly greater mobilization results. Resources for development investment have increased gradually over the years. Activities in science and technology, health, education, culture, information and communication have made progress. Social security policies and care for people's lives have been fully and promptly implemented. People's lives have continuously improved. National defense work has been strengthened, security has been maintained.
Even higher determination
The 2020 - 2025 term has only gone halfway, but the initial results as mentioned above show that, although the initial goals set out in the context of all the difficulties surrounding it seem a bit heavy, the province is still persistent and consistent in its goals and strategic orientations to increase socio-economic growth as well as constantly improve and enhance the material and spiritual life of the people with the right decisions.
Drawing on practical experience in leading and directing the implementation of the Resolution of the Binh Thuan Provincial Party Congress for the 2020-2025 term, lessons have been learned. That is, there must be timely leadership and direction from the National Assembly Chairman, the Government, the Prime Minister, and the Provincial Party Committee; always closely following the Party's policies, complying with legal regulations, putting the interests of the people first and foremost in leadership and management. Promoting the solidarity of the entire political system, the business community, and the people of the province; consensus, taking difficulties and challenges as motivation to strive to rise up; mobilizing all resources, taking advantage of opportunities to promote socio-economic development.
Focus on implementing 3 breakthroughs throughout and effectively: Improving the quality of human resources, focusing on building a team of highly qualified, competent, ethical and responsible officials; Increasing attraction and investment in building technical infrastructure, promoting research and application of scientific and technological advances; Promoting administrative procedure reform, creating a favorable investment and business environment. Continuing to restructure the economy towards sustainability. Promoting development cooperation, regional linkages, taking advantage of opportunities in the process of assignment, cooperation and regional linkages for development. Prioritizing the development of 3 pillars, focusing on developing the marine economy. Balancing and harmonizing the development of the economy - society - environment with the goal of sustainable development. Paying attention to science and technology factors, especially digital transformation. Taking care of the development of cultural and spiritual life for the people. Strengthening national defense and security work, ensuring social order. Promote the role of heads of agencies and units, sense of responsibility, initiative and good coordination in handling work at the grassroots level; promote discipline, administrative discipline and close coordination between levels, sectors and agencies. Strengthen monitoring, urging and inspecting the implementation of assigned tasks to the final results. Regularly review, evaluate and improve the capacity of cadres and civil servants, especially leaders at all levels; reward and handle promptly and strictly. Any shortcomings and defects in leadership, direction and management must have someone responsible. It is necessary to step up the review and improvement of policies and legal regulations to meet practical requirements, create a legal corridor in performing tasks; strongly apply information technology in management, operation and socio-economic development.
The period of 2023-2025 is a very important period in promoting the implementation and striving to complete the goals of the 5-year socio-economic development plan 2021-2025. In order to strive to successfully implement the Resolution of the 14th Provincial Party Congress (term 2020-2025), all levels, sectors and localities need to continue to closely follow and seriously implement the Resolution of the 13th National Party Congress, the resolutions and directions of the Central Executive Committee, the Politburo, the Central Party Secretariat, the National Assembly, the Government, the Prime Minister, the Resolution of the 14th Provincial Party Congress, 06 thematic Resolutions of the 14th Provincial Party Committee, Resolution No. 53/NQ-HDND dated December 4, 2020 of the Provincial People's Council on the socio-economic development plan, national defense and security for the period 2021-2025, Decision No. 10 ... No. 71/QD-UBND dated January 8, 2021 of the Provincial People's Committee on promulgating the Action Program to implement the 5-year socio-economic development plan 2021 - 2025 and the annual socio-economic development plan.
It can be said that the achieved results will be an important premise for the Party Committee, government and people of all ethnic groups in the area to successfully implement all targets and plans set out during the entire term of the 14th Provincial Party Congress, term 2020 - 2025.
Results of implementing the main targets:
- The average annual growth rate of gross domestic product (GRDP) in the 2 years (2021 - 2022) reached 5.05%/year; in which, the average GRDP of the following sectors: Industry - Construction increased by 5.61%; Services increased by 6.17%; Agriculture - Forestry - Fishery increased by 3.38%.
- The budget revenue ratio compared to GRDP (excluding direct revenues from oil and gas and import-export taxes) in 2021 reached 13.41%, in 2022 reached 11.41%, and is estimated to reach 8.75% in 2023.
- Development investment expenditure compared to total average annual local budget expenditure in the 2021 - 2023 period reached an average of 38.65%/year.
- Attracting total social investment capital compared to the average annual GRDP in 2 years (2021 - 2022) accounts for 41.47%/year; estimated implementation in 3 years (2021-2023) accounts for an average of 41.88%/year.
- The growth rate of social labor productivity (at comparable prices) in 2021 reached 5.46%, in 2022 reached 6.93%; estimated in 2023 to reach 6.66%;
- The poverty rate reduction in 2021 reached 0.28%, in 2022 reached 0.47%, and is estimated to reach 0.52% in 2023.
