Reporting to the working delegation, Party Secretary of Loc Ninh commune Dang Thanh Liem said that after more than two weeks of operation, the two-level local government model in the commune has been operating stably and smoothly. The Party Executive Committee of the commune has focused on directing and operating activities; the organizational structure is basically stable, ensuring no interruption after the administrative unit arrangement. The commune has arranged 21 non-professional people who wish to continue working to support work in sectors and units.

Loc Ninh commune was newly established on the basis of arranging the entire natural area and population size of Ben Cui, Loc Ninh communes and most of Phuoc Minh commune, belonging to the old Duong Minh Chau district. The commune has important arterial roads belonging to key projects invested by the province such as: Dat Set - Ben Cui Provincial Road, Provincial Road 789 connecting the region passing through the commune, contributing significantly to the development potential of the locality.

After the merger, the Party Committee, government and people of Loc Ninh commune will continue to maintain the new rural commune in 2025, focusing on implementing the work of mobilizing and responding to the new rural area with about 5.1/12.2 billion VND, reaching 42.35%.

Loc Ninh commune was established on the basis of arranging the natural area and population size of Ben Cui, Loc Ninh communes and most of Phuoc Minh commune (belonging to the old Duong Minh Chau district).

Secretary of the Party Committee of Loc Ninh Commune Dang Thanh Liem added that the organization and apparatus of the commune's political system after the rearrangement will be implemented to ensure the contents in accordance with the direction of the Provincial Party Committee Standing Committee in Official Dispatch No. 1564-CV/TU dated June 25, 2025 on guiding the immediate implementation of a number of contents for the newly established commune and ward party committees.

After the merger, the number of cadres and civil servants is currently 72 people. The whole commune has 29 affiliated party organizations, with 659 party members.

Regarding the preparation for the Party Congress, Loc Ninh commune is urgently drafting documents and reviewing the new term targets, ensuring that they closely follow the actual situation and development orientation of the locality. The coordination between the Party Committee, the advisory and assisting agencies of the Party Committee, the People's Council, the People's Committee, the Fatherland Front and the socio-political organizations of the commune has become routine.

Regarding administrative activities, Chairman of the Commune People's Committee Nguyen Hoai Phuong said that the Commune Public Administration Service Center has been operating stably. The work of receiving people, direct dialogue with people, and grassroots mediation has been maintained; petitions, complaints, and denunciations of citizens have been addressed.

Regarding judicial activities, the commune received and resolved 1,211 cases, certified and authenticated 3,783 cases.

Chairman of Loc Ninh Commune People's Committee Nguyen Hoai Phuong reported on local administrative activities to the working delegation.

The commune is currently arranging the number of cadres, civil servants, leaders, managers and professional staff not exceeding the number of staff temporarily assigned by the province (72/81 people). After the stable arrangement, the locality will continue to review, proactively coordinate, balance, and decide on staff allocation for each agency, organization, and unit under its management according to its authority, ensuring the implementation of the goal of streamlining staff according to regulations.

In addition to the achievements, Loc Ninh commune still has difficulties and problems. Specifically, there is a lack of personnel in some Party cells and affiliated units; there are no specific instructions on the tasks of ensuring finance and budget for local defense; the management of special associations in the commune still faces many difficulties in terms of personnel, funding, and allowances. The settlement of administrative procedures for issuing copies of household registration on the household registration software system is not smooth, mainly done manually by looking up information from the Household Registration Book stored at the commune.

In order for the apparatus to stabilize soon, the commune recommends that the province should soon complete the file management software and organize professional training courses for cadres and civil servants in the advisory and support agencies of the Party Committee and People's Committee of the commune.

Member of the Provincial Party Standing Committee, Permanent Vice President of the Provincial Vietnam Fatherland Front Committee Nguyen Thi Thu Trinh delivered a concluding speech at the working session.

At the same time, she requested the commune to continue promoting the coordination of provincial departments and branches to jointly remove difficulties in the area, reviewing the indicators for socio -economic development in the process of operating the new government model.

Regarding the preparation for the Party Congress, she requested Loc Ninh commune to promptly start drafting documents, reviewing the new term targets, ensuring close adherence to the actual situation and development orientation of the locality; and completing the congress before August 20, 2025.

Previously, Permanent Vice President of the Vietnam Fatherland Front Committee of the province Nguyen Thi Thu Trinh visited and surveyed the activities of the Public Administration Service Center of Loc Ninh commune, visited and presented gifts to Vietnamese Heroic Mothers in the commune./.
