Review and amend the Laws on Land, Real Estate Business, and Housing

(NLDO)- Reviewing, amending and supplementing the Land Law is one of the tasks assigned by the Government to relevant ministries and branches in the last 6 months of the year.

The Government has just issued Resolution No. 226 dated August 5, 2025 on growth targets for sectors, fields, localities and key tasks and solutions to ensure the country's growth in 2025 reaches 8.3 - 8.5%. Resolution 226 takes effect from the date of issuance, replacing Resolution No. 25 dated February 5, 2025. In particular, the Government requests research and propose amendments to the Land Law.

The Government deploys 5 key tasks and solutions to ensure growth in 2025 reaches 8.3 - 8.5%

In the resolution, the Government sets the main goal and guiding and operating motto as continuing to prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy, budget deficit, public debt, government debt, and foreign debt of the country within the scope permitted by the National Assembly.

Strive for a GDP growth rate of 8.3 - 8.5% in 2025; an average consumer price index (CPI) growth rate of under 4.5% in 2025; total social investment in 2025 to increase by 11 - 12%; mobilize and implement social investment capital in the last 6 months of the year of about 2.8 million billion VND; continue to improve and enhance the material and spiritual life of the people.

The Government's Resolution also clearly stated the main tasks and solutions in the coming time, including: Promoting growth momentum from social investment; promoting consumption, effectively exploiting the domestic market; promoting exports, developing trade in harmony with other countries; promoting new growth momentum; ensuring smooth and effective operation of two-level local governments.

In particular, the Government requires ministries, agencies and localities in the last 6 months of the year to focus on implementing and disbursing 100% of the state budget investment capital plan for 2025 assigned by the Prime Minister .

The State Bank of Vietnam needs to proactively adjust the credit growth target for 2025 in a public and transparent manner, consistent with controlled inflation according to the target, promoting growth to reach 8.3 - 8.5% and meeting the capital needs of the economy; directing credit institutions to control and direct credit to production and business sectors, priority areas, and growth drivers.

The Ministry of Industry and Trade, the Ministry of Finance, corporations and general companies must prepare plans and scenarios to respond to arising situations, increase hydropower exploitation during the rainy season, ensure the balance of domestic energy and gasoline, ensure energy security to serve production and business needs; prepare plans to supply and regulate electricity sources to ensure electricity supply during the hot season.

The Government also directed the Ministry of Construction, the Ministry of Agriculture and Environment and other ministries, agencies and localities to urgently review issues related to land and the real estate market to study and propose amendments and supplements to the Laws on Land, Real Estate Business and Housing.

Along with that, promptly guide and remove difficulties and obstacles in implementing Resolution No. 201 of the National Assembly on piloting specific mechanisms and policies for social housing development; build a progress critical path, complete at least 100,000 social housing apartments in 2025, promote sustainable and healthy development of the real estate market.

The Ministry of Finance, ministries, agencies and localities have specific plans to promote the role of the owner's representative agency, direct economic groups and state-owned corporations to promote their leading role, innovate governance, improve production and business efficiency, and strive to achieve the target of output or revenue growth in 2025 of about over 10%.
