Regions with the highest GRDP growth and budget revenue in the country discuss development directions after merger

In his opening speech, Prime Minister Pham Minh Chinh emphasized that the 6th conference of the council is not only a regular event, but also an important milestone for the Red River Delta region. This is the first conference after localities in the region completed the merger of provincial-level administrative units according to the National Assembly 's resolution, and implemented the 2-level local government model.

Many indicators and fields are at the top of the country

The Red River Delta plays a very important role, after merging into a more compact structure with 6 localities. Including: Hanoi City, Hai Phong City, Quang Ninh, Hung Yen, Bac Ninh, Ninh Binh provinces, all of which are economic locomotives, growth poles of the region and the country.

Localities in the area have affirmed their leadership in many fields. The GRDP growth rate of the entire region in the first 6 months of the year reached 9.32%, leading all socio-economic regions in the country.

Of these, 4/6 localities achieved double-digit growth rates or higher. Hai Phong ranked 2nd in the country with 11.2%. Quang Ninh ranked 3rd in the country with 11.03%. Bac Ninh and Ninh Binh achieved 10.47% and 10.82% respectively.

In the first 8 months of 2025, the total newly registered FDI capital reached 5.4 billion USD, accounting for 49.2% of the total registered capital of the country. The region has the highest total state budget revenue among economic regions, reaching over 814,600 billion VND in the first 8 months of 2025 (accounting for 46.8% of the total revenue of the country).

Export turnover reached 129.3 billion USD, accounting for about 32.5% of the country's export turnover. The disbursement rate of the region reached 53.6% of the assigned plan, higher than the national average (about 46.3%). The service sector has a good recovery trend, especially the tourism industry is a bright spot with high growth rate: Hanoi (up 20.9%), Quang Ninh (up 17.2%).

In the first 8 months of 2025, the number of newly established enterprises was nearly 42,800, accounting for 33.3% of the country, with registered capital of 512.6 trillion VND, accounting for 40.8% of the total capital of the country.

Promoting the strengths of the Red River Delta region with many heritages, promoting double-digit growth

Praising the above results, the Prime Minister also pointed out the challenges. These include the disruption of the supply chain, tariff policies, global issues affecting the country such as monetary and fiscal policies of countries; and long-standing backlog of projects.

Reality requires effective exploitation of land, historical traditions, and heroic culture, especially the Red River Delta region with many cultural heritages, and the development of cultural and entertainment industries.

The Prime Minister emphasized the need to innovate thinking, act decisively, look far and wide, think deeply, do big things, be proactive, flexible, and adaptable; effectively exploit all potential differences, outstanding opportunities, and competitive advantages.

In the context of achieving the 100-year strategic goal, we must strive to achieve a growth rate of 8.3-8.5% this year. The head of the Government wants to focus on discussing and finding solutions to key issues.

These are the things that need to be done immediately to promote local and regional growth drivers to contribute to the country's growth; high growth, fast growth but must be sustainable.

What are the fundamental solutions to address the limitations, weaknesses, difficulties and challenges in regional development orientation; including the synchronous, unified and smooth operation of two-level local government?

Strengthen regional, area and international connectivity to make the best use of all potentials and advantages; speed up the completion of key projects; solve housing problems, increase real estate prices by increasing supply, including promoting the development of social housing.

The region must ensure economic development goes hand in hand with ensuring social security in the spirit of not sacrificing social progress and equity, social security, and the environment to pursue mere economic growth.

The Red River Delta must make efforts, be proactive, positive, dare to think, dare to act in the spirit of "locality does, locality decides, locality takes responsibility", to develop into one of the most important key economic regions of the country, contributing to promoting, creating motivation, and inspiring other regions.
