The Department of E-commerce and Digital Economy ( Ministry of Industry and Trade ) informed that the Temu e-commerce platform stopped operating to complete registration procedures.
According to many customers' feedback, recently, when accessing the Temu e-commerce platform, it can be seen that the platform no longer supports Vietnamese, accompanied by a notification (in English): "Temu is working with the Vietnam E-commerce and Digital Economy Agency, Ministry of Industry and Trade to register to provide e-commerce services in Vietnam". The entire Temu platform from website to mobile application no longer displays Vietnamese but only supports 3 languages: Chinese, English and French.

This caused confusion among the public, as many people had placed orders a month earlier but had not yet received their goods and had not received a refund. Some people had previously received a response from Temu that they would receive a refund due to faulty goods and had chosen to have their money refunded to their Temu account.
Regarding this issue, the Department of E-commerce and Digital Economy (Ministry of Industry and Trade) said that, in performing the state management of e-commerce, the Department of E-commerce and Digital Economy has proactively contacted and worked with Elementary Innovation Pte. Ltd, the owner of the Temu platform, to request compliance with the provisions of the law on e-commerce in Vietnam (referred to as Elementary Innovation Pte. Ltd) as prescribed in Decree No. 52/2013/ND-CP (amended and supplemented by Decree No. 85/2021/ND-CP) on e-commerce.
Elementary Innovation Pte. Ltd has implemented a number of measures as required by the Department of E-commerce and Digital Economy, specifically: Temporarily suspending the provision of e-commerce services in Vietnam (not using Vietnamese language when providing services on the website Temu.com and the Temu mobile application). The international English, French, and Chinese versions of Temu are not subject to Vietnam's e-commerce regulations.
In addition, this company has submitted an application for registration of e-commerce service provision activities through the e-commerce management information portal (online.gov.vn), the Department of E-commerce and Digital Economy (Ministry of Industry and Trade) is in the process of reviewing according to regulations. There is a warning to consumers that it is in the process of registering e-commerce service provision activities with the Ministry of Industry and Trade. This warning is to let consumers know that this is a website and application that has not been licensed by the Ministry of Industry and Trade and that they need to be careful when making transactions.
The Company has removed promotional programs that do not comply with the provisions of the law on trade promotion under Vietnamese law. All products and goods with promotions of over 50% are removed according to the provisions of Decree No. 81/2018/ND-CP dated May 22, 2018 of the Government detailing the Commercial Law on trade promotion activities and other relevant laws. Eliminate programs and models that call on users to participate in business to receive various bonuses and commissions in the Vietnamese market.
Previously, the Ministry of Industry and Trade also recommended that consumers absolutely do not conduct transactions with unregistered cross-border e-commerce platforms to ensure their legitimate rights and interests.
In case of paying for an order on the Vietnamese version of Temu but not receiving the goods, consumers can cancel the order and request a refund for the previously placed order.
