Regarding the task of streamlining the organizational apparatus, our Party has determined the ultimate goal is to serve and care for people's lives better. Therefore, in order for the new model to not stop at mechanical organizational changes, Party committees at all levels must demonstrate leadership, dare to think, dare to do, dare to take responsibility, and associate with solving practical problems of people's lives.

In Hai Phong, local Party committees have directed the implementation of a number of innovative models and methods to support people in carrying out administrative procedures. The model of building a Zalo community group, a social network about the Public Administration Service Center in An Phong ward with a Q&A section, online consultation on administrative procedures handled at the Public Administration Service Center. After two months of implementation, the model has provided online consultation to more than 1,000 people, helping to significantly reduce the number of people coming to the ward headquarters, while contributing to the effective flow and processing of records. Thanks to that, officials can focus more on handling truly necessary cases.

An Khanh Ward and An Thanh Commune implement the "No Writing Day" model - an administrative reform initiative aimed at the people. Accordingly, during working days, when people have requests, civil servants at the reception and results return department will write all kinds of documents and records, except for some special administrative procedures that are not allowed to be written by people according to the law... In Le Chan Ward, Chi Minh Commune, Hong Chau Commune, and Tu Ky Commune, the Party Committee directs the arrangement of civil servants and union members to be on duty and coordinate from the entrance to welcome and guide people, helping to serve them better.

Initiatives and administrative reform models in many localities clearly show a fundamental shift from "management government" to "service government".

Comrade Pham Thi Chuyen, Standing Deputy Secretary of the Hai An Ward Party Committee, said: In July, although the two-level local government apparatus was just officially put into operation, with a large amount of work and simultaneously deployed in many fields, with the drastic and creative leadership and direction of the Party Committee, the close coordination of the entire political system and the consensus of the people, the political, economic and social situation in the ward continued to be stable and developed.

With 266 documents issued in July, the Party Committee and the Hai An ward government have led, directed, and linked the operation of the two-level local government model with the tasks of caring for and solving practical problems in people's lives. Establishing, managing, and using Zalo groups to maintain communication with the grassroots, especially residential groups; directing the work of preventing and fighting storm No. 3 to ensure safety... This approach has brought about specific results: Budget collection is on schedule, cultural life is improved, social security policies are promptly implemented, and people trust in the policies of the Party and State.

Flexible and creative in removing bottlenecks

Focusing on removing bottlenecks is a solution that contributes to ensuring smooth and stable operations of the two-level government right from the initial stage of operation; shortening procedures, reducing compliance costs for people and businesses, while promoting clear decentralization and delegation of authority, increasing the responsibility of leaders and coordination efficiency.

The Public Administration Service Center is a place where people and businesses can be verified for their satisfaction when operating the two-level government model. Comrade Do Huy Chinh, Deputy Director of the Department of Home Affairs of Hai Phong City, said: Under the close and timely guidance and supervision of the Standing Committee of the City Party Committee, the City Public Administration Service Center has coordinated to review and reduce at least 50% of the processing time and build internal procedures and electronic procedures for handling administrative procedures in accordance with regulations; advise the City People's Committee Office to promptly issue seven documents to guide, urge, and remove difficulties and obstacles in operating the two-level local government.

The Center established a Zalo group for leaders of 114 units and localities to promptly convey instructions; the Zalo group provides professional and technical support to focal officers to carry out administrative procedure control work of departments, branches, sectors and localities, ensuring the most effective service to the people. According to daily statistical results, reports on the number of files synchronized to the National Public Service Portal provided by the Government Office , Hai Phong city is often ranked in the top list of provinces/cities.

Regarding the arrangement and reorganization of equipment and working conditions for cadres and civil servants after the rearrangement, closely following the Central's policies, the Hai Phong City Party Committee directed flexible implementation in the direction of: Prioritizing the utilization of assets that are still usable and transferring them to the new working location of the unit and cadres, civil servants and public employees for continued use, ensuring the performance of tasks after the rearrangement, without affecting the unit's operations; minimizing the need to purchase new assets.

According to comrade Dang Xuan Thuong, Secretary of Gia Loc Commune Party Committee, the Commune Party Committee has directed the regular and extensive dissemination and dissemination of directives and guidance documents of the Central Government and Hai Phong City Party Committee in new forms, through mass media, on social networking platforms...

Along with that, the Commune Party Committee also directed the Committee, the Fatherland Front, and socio-political organizations to participate in direct propaganda in the community through their own activities. Regarding the arrangement of departments and offices after the merger, the Commune Party Committee also focused on finding reasonable arrangement solutions to ensure the most convenient coordination between the Party, government, and organizations.
