The political report presented to the 1st Provincial Party Congress, term 2025-2030, was elaborately and scientifically prepared, and is considered a "compass" in leadership, direction, and arousing aspirations for development, building Dak Lak to develop rapidly, sustainably, civilized, and with identity in the era of the Vietnamese nation's rise.

In 3 days, from September 29 to October 1, the 1st Congress of Dak Lak Provincial Party Committee , term 2025-2030, will take place with the participation of 449 official delegates, representing more than 137,000 party members in the entire Party Committee.

In preparation for the congress, one of the most important tasks that the Dak Lak Provincial Party Committee focuses on, with the top priority being to develop a Political Report to submit to the congress. Therefore, even before the merger with Phu Yen Province on July 1, 2025, the Provincial Party Committees of Dak Lak and Phu Yen provinces established a working group to coordinate the compilation and development of the Political Report, while comprehensively assessing the implementation results of the Congress Resolution for the 2020-2025 term of the Dak Lak and Phu Yen Provincial Party Committees before the merger, affirming the outstanding achievements as well as identifying the limitations, causes and drawing lessons learned in the process of leadership and direction of implementation.

At the same time, determine the development viewpoint, direction, goals, tasks, and solutions for the 2025-2030 term to realize the aspiration of building Dak Lak province to develop rapidly, sustainably, civilized, and with identity, together with the whole country firmly entering a new era, the era of the Vietnamese nation's rise .

Leaders and former leaders of Dak Lak province were happy and excited about the province's development when visiting the exhibition "Dak Lak Provincial Party Committee - historical milestones".

Because this is the first Provincial Party Congress after the merger of the two provinces of Dak Lak and Phu Yen (old), marking a turning point in the new development space. Therefore, the Political Report is built to become a "compass" in all actions in the 2025-2030 term of the Party Committee, government and people of all ethnic groups in the province, carrying the breath of the spirit of innovation to promote potentials, advantages, realizing the aspirations of the Party Committee, government and people of all ethnic groups in the province to build Dak Lak province into a new, dynamic development pole of the Central Highlands and South Central Coast region and the whole country.

Comrade Vo Tran Quang, Deputy Head of the Propaganda and Mass Mobilization Department of Dak Lak Provincial Party Committee, who directly participated in drafting the Political Report to be submitted to the 1st Provincial Party Congress, term 2025-2030, said: The work of drafting the Political Report was organized methodically, scientifically, strictly, in accordance with regulations and procedures, closely following the direction, outline and guidance of the Central Committee.

The draft Political Report was carefully prepared through many rounds of discussion, widely collecting opinions from Party committees, Party organizations, cadres, provincial leaders through the periods, Central agencies, experts, scientists, intellectuals, and a large number of cadres, Party members and people of all walks of life in the province. The process of receiving and completing the draft Political Report ensured respect, openness, seriousness and careful selection, accurately reflecting the practical situation and new development requirements of the province in the new era.

The activities to welcome the 1st Congress of Dak Lak Provincial Party Committee, term 2025-2030 took place enthusiastically.

According to comrade Vo Tran Quang, the draft Political Report submitted to the 1st Congress of Dak Lak Provincial Party Committee, term 2025-2030 has many new points, including the topic, structure of the report and especially the clear and concise message in each content of the strategic orientation. The report is presented in a scientific, tight and methodical manner, demonstrated through a comprehensive and objective assessment of the fields from party building, government, political system to economic development, culture, society, education, health, national defense and security of Dak Lak and Phu Yen (old) provinces in the term 2020-2025 with appendices in each field of each province.

The draft Political Report, though brief and concise, is still complete and summarizes the essence and outstanding results achieved in each field of each Party Committee before the merger, as well as frankly points out the limitations, causes and draws lessons learned in the process of leadership and direction of implementation. At the same time, it plans strategic goals, targets and tasks for the 2025-2030 term.

Propaganda work for the Dak Lak Provincial Party Congress is being promoted.

Since starting to draft the Political Report to be presented to the 1st Provincial Party Congress, term 2025-2030, the Party Executive Committee and the Standing Committee of the Dak Lak Provincial Party Committee have organized many conferences and worked with the Politburo's Working Group No. 4 and fully absorbed the comments of the Politburo's Working Group, the Central ministries, departments, branches, former provincial leaders of different periods, grassroots party organizations, and a large number of cadres, party members and people of all walks of life in the province...

After comprehensive and overall review and assessment, the Provincial Party Executive Committee determined the theme of the congress as: "Promoting the strength of solidarity, building a clean, strong party and political system, operating effectively, efficiently and effectively; firmly ensuring national defense and security; determined to successfully implement goals and tasks by 2030; building Dak Lak province to develop rapidly, sustainably, civilizedly and with identity" and the motto of the congress is: "Solidarity - Democracy - Discipline - Breakthrough - Development".

The theme and motto of the congress demonstrate political determination, will, and aspiration, are the main ideology, and represent the most basic goals and central, consistent tasks of the Party Committee, government, and people of all ethnic groups in Dak Lak province in the 2025-2030 period.

Based on the theme and motto of the congress, the draft Political Report identified 4 development perspectives, general goals until 2030 and 5 groups of targets with 18 specific targets for the 2025-2030 term, and at the same time proposed 8 key tasks, 3 breakthroughs, and 4 main groups of solutions for implementation.

“Notably, in the draft Political Report submitted to the 1st Provincial Party Congress of Dak Lak Province for the 2025-2030 term, the province initially set an annual growth rate of more than 11%, demonstrating the aspiration and will to rise of the Party Committee, government and people of all ethnic groups in the province. However, after receiving comments from Working Group No. 4 of the Politburo and central ministries and branches, the province adjusted the growth rate down to 10.5% to suit the actual conditions of the locality,” said Vo Tran Quang, Deputy Head of the Propaganda and Mass Mobilization Department of Dak Lak Provincial Party Committee.

The people of all ethnic groups in Dak Lak province expect the success of the 1st Provincial Party Congress, term 2025-2030 to build Dak Lak to develop rapidly, sustainably, civilized, and with identity.

In addition, the draft Political Report also includes the content of important resolutions recently issued by the Politburo, including: Resolution No. 66-NQ/TW on "Innovation in law-making and enforcement to meet the requirements of national development in the new era"; Resolution No. 57-NQ/TW on "Breakthrough in science and technology development, innovation and national digital transformation"; Resolution No. 68-NQ/TW on "Private economic development"; Resolution 59 on "International integration in the new situation"; Resolution No. 70-NQ/TW on "Ensuring national energy security until 2030, with a vision to 2045"; Resolution No. 71-NQ/TW on "Breakthrough in education and training development"; Resolution No. 72-NQ/TW on “Some breakthrough solutions to strengthen the protection, care and improvement of people's health”... clearly demonstrated the will, aspiration, vision and determination of the provincial Party Committee in planning the development strategy of Dak Lak province in the new era, aiming to exploit the maximum potential and advantages of the new development space, combining the support of the Central Government and mobilizing external resources, promoting internal resources to build Dak Lak to develop rapidly, sustainably, civilized and with identity.
