The Vietnam Road Administration has just issued a document requesting Road Management Areas to prepare for the management, operation, exploitation and maintenance of the traffic monitoring and control system, non-stop electronic toll collection (ETC) and vehicle load control works on the Eastern North-South Expressway.

The leaders of the Vietnam Road Administration said that the ETC monitoring, management, toll collection and load control system is being installed by the Project Management Boards of the Ministry of Construction . It is expected that by November 2025, it will be completed and handed over to the Administration for official operation from January 2026.

Therefore, the Vietnam Road Administration requires units to carefully study information, develop plans and budget estimates for 2026 for management, operation and maintenance; soon have a human resource plan to be ready to operate when the system comes into operation; develop ETC toll collection transaction procedures, reconcile data, handle violations and technical incidents.

It is known that the Department of Roads has also reported to the Ministry of Construction to propose the investment policy for the Project to build the Intelligent Traffic System Management Center with a total investment of more than 1,400 billion VND from the State budget. The project will be implemented in the period of 2026-2028.

The leaders of the Department of Roads acknowledged that although the intelligent traffic management and operation system has been installed on a number of highways, it lacks inter-route connections and there is no national agency to integrate data to optimize operations.

The above limitations are assessed by the Department of Roads to reduce the ability to forecast, regulate traffic flow, handle inter-regional incidents, optimize infrastructure and support strategic decision making; electronic traffic payment data, infrastructure data and ITS data are stored in many independent, unconnected systems; the lack of a centralized data platform leads to information duplication and reduces the efficiency of data exploitation./.
