The boss of the 43-05D motor vehicle inspection company and the bribe broker received sentences.

On March 5, the People's Court of Da Nang City opened an appeal hearing on the bribery case at 43-05D Motor Vehicle Inspection Company Limited (address 10B Tu Mo Street, Cam Le District, Da Nang City).

Previously, at the first instance trial in November 2023, Cam Le District People's Court sentenced Nguyen Thanh (52 years old, Deputy Director of 43-05D Motor Vehicle Inspection Company Limited) to 3 years and 6 months in prison, Hoang Ngoc Binh (45 years old, residing in Ngu Hanh Son District, Da Nang City, company director) to 3 years in prison, Nguyen Viet Hai (45 years old, residing on Quach Xan Street, Cam Le District, lecturer at the University of Science and Technology - Da Nang University) to 2 years and 6 months in prison, for the same crime of accepting bribes.

The defendants convicted of bribery brokerage include driver Pham Dinh Hoang (51 years old, residing on Truong Chinh Street, Thanh Khe District) and motorbike taxi driver Do Tai Hung (47 years old, residing on Ton Duc Thang Street, Lien Chieu District) who were both sentenced to 1 year in prison.

Driver Nguyen Duc Tuan (73 years old, residing on Doan Phu Tu Street, Lien Chieu District) received a 9-month suspended sentence, with a probationary period of 1 year and 6 months. Two auto mechanics, Nguyen Duc Chinh (43 years old, residing on Le Thach Street, Cam Le District) and Huynh Ngoc Phuc (56 years old, residing on Nguyen Luong Bang Street, Lien Chieu District) both received 6-month suspended sentences, with a probationary period of 1 year.

According to the indictment, from June to December 2022, Thanh and Binh took advantage of their positions and powers in issuing certificates of technical safety and environmental protection for converted motor vehicles, and asked people with previously converted motor vehicles to pay money to obtain certificates in violation of the law.

Specifically, Thanh and Binh offered the car owner 5-6 million VND in fees, then transferred the car's image to Hai's BKC4 Company to falsify the car's design and factory documents... Thanh and Binh used that as a basis for inspection and certification.

Thanh and Binh directly received bribes or were brokered by Hoang, Hung, Tuan, Phuc, and Chinh to receive bribes from many people. The investigation agency has clarified 15 cases with a total amount of 96.5 million VND.

Hai created 16 fake design documents and received 34.6 million VND.

At the first instance trial, Cam Le District People's Court determined that Thanh was the mastermind, Binh actively assisted, and Hai also actively assisted in completing the fake design documents.

In the case, Le Duc Thien (Director of Duc Thinh Automotive Technical Design Services Co., Ltd.) also assisted Thanh in establishing fake design documents. Thien is being prosecuted by Phu Tho Provincial Police for accepting bribes related to the vehicle inspection case in this province, so Da Nang City Police have transferred the case to Phu Tho Provincial Police for settlement.

After the first instance trial, the five defendants Thanh, Binh, Hai, Hoang, and Hung appealed for a reduction in their sentences. At the appeal trial, the panel accepted the appeals of the five defendants, sentencing Thanh to three years in prison, Binh to two years and six months in prison, and Hai to one year and six months in prison for accepting bribes.

Hoang and Hung's 1-year prison sentence for bribery brokerage was kept, but it was changed to a suspended sentence with a 2-year probation period.
