According to the International Institute for Management Development (IMD) World Talent Rankings 2025, Singapore, which ranked second last year, fell five places to seventh in terms of talent attraction. Hong Kong, on the other hand, rose from ninth to fourth, to become the top country in Asia.
The report evaluates 69 economies based on three pillars: investment - development, attractiveness and readiness. Singapore declined in all three areas, of which investment - development dropped the most, from 22nd to 30th place. Cost of living and public spending on education ranked 65th and 63rd respectively.
According to experts, the above conditions are a major weakness of Singapore, causing many businesses to consider moving to Indonesia, Malaysia, Thailand or Vietnam. However, Singapore still maintains its strengths in healthcare, foreign human resources, high management salaries of nearly 299 thousand USD per year and top quality education with impressive PISA results.
In contrast, Hong Kong climbed the global rankings thanks to improvements across all three pillars, especially attractiveness. Hong Kong leads in the proportion of science graduates (42.39%), along with a strong female workforce and outstanding financial and management skills, despite facing pollution, a shrinking workforce and limited education spending.
Switzerland tops the list for the ninth consecutive year. The rest of the top 10 includes Luxembourg, Iceland, Hong Kong, the Netherlands, Sweden, Singapore, Denmark, the UAE, and Austria.
