Resolution No. 71 - Final article: Improving training quality, attracting talent - the key to university development

While digital transformation and the application of artificial intelligence (AI) are driving innovation in higher education, the quality of training and the teaching staff are the foundation that determines sustainable development.

Resolution No. 71-NQ/TW, dated August 22, 2025 of the Politburo on "breakthrough in education and training development" has identified attracting and using talents as a breakthrough in building a modern university education system, linked to the country's development needs.

Training linked to practice

At the University of Technology (University of Danang), the mechanism of partial financial autonomy has helped the unit to be more proactive in cooperating with businesses, building internship programs, and international cooperation. Additional financial resources are used to increase income for lecturers, support scientific research and create a professional working environment. Since June 2025, the school has implemented the Project to create a source of lecturers from excellent students for the period 2025 - 2030, aiming to train and develop excellent students to become lecturers in the future. This is considered a strategic step to both retain and proactively create high-quality human resources for the unit.

In recent years, the University of Technology (University of Danang) has focused on applied research, closely linked to the needs of the locality and businesses. Many topics have been put into practice such as: Assessment and proposal of solutions to respond to flooding in Tam Ky city (former Quang Nam province); Building a database and biodiversity management system for the former Quang Nam special-use forests; Research on the application of microbubbles in microalgae cultivation combined with aquaculture wastewater treatment in cooperation with Fujikin enterprise.

According to Associate Professor, Dr. Nguyen Huu Hieu, Rector of the University of Science and Technology (University of Danang), the topics are not only limited to academic scope but have become practical solutions, highly appreciated by localities and businesses; contributing to affirming the role of the school in socio -economic development. However, the major obstacle today is that many topics still face difficulties in commercialization, lack of capital and widespread implementation mechanisms. Retaining lecturers and scientists depends not only on salaries and bonuses but also on research opportunities, application capabilities and practical cooperation.

Associate Professor, Dr. Trinh Dang Mau, Head of the Faculty of Biology - Environment - Agriculture , University of Education (University of Danang) shared that when working with businesses, it shows that small businesses do not need a product research and development department. Large businesses need this department and universities will be a suitable research and development department. Therefore, recently, the school often sends groups of lecturers and students to research directly at businesses, helping them solve technological problems on the spot. This is an effective way.

Meanwhile, Quy Nhon University has opened a new training program related to the need for digital human resources, namely Logistics and maritime economy. The school has updated its program according to regional and international standards, focusing on digital skills and AI application capacity.

Talent retention policy

The recruitment of talented people at public universities, including the University of Technology or the University of Education under the University of Danang, still faces many challenges. The remuneration policy is not really competitive with the non-public sector or the opportunity to work abroad. The recruitment process still has many procedures; some high-tech fields such as AI, semiconductors, and biotechnology require modern facilities that public resources cannot meet.

To enhance competitiveness, the University of Science and Technology (University of Danang) has oriented to build Centers of Excellence in key areas such as artificial intelligence, semiconductors, renewable energy, high-speed railways; develop a 3-party cooperation model (school - enterprise - scientist) to ensure both an academic environment and a connection with practice. At the same time, the unit increases incentives for scientists with international publications, encourages intellectual property registration and commercialization of research products. According to Associate Professor, Dr. Nguyen Huu Hieu, Rector of the University of Science and Technology (University of Danang), these orientations show that the school's goal is not only to retain talent, but also to create an attractive academic environment, competitive enough to attract good experts both at home and abroad.

Ms. Nguyen Thi Kim Anh, Deputy Head of the Organization - Human Resources Department, Quy Nhon University emphasized: "Attracting, developing talents and training high-quality human resources is one of the strategic focuses. The school has policies to encourage scientific research, international publications, investment in laboratories, and creating a modern working environment associated with digital transformation and AI". In addition, building an in-depth academic research environment, international connections, developing digital infrastructure and implementing extensive international cooperation programs will create a distinct competitive advantage, helping to retain and attract good experts.

If AI and digital transformation are the driving forces, then training quality and talent policy (associated with research and application) are the foundation for Vietnamese universities to develop sustainably in the new context.
