Previously, on the afternoon and evening of October 6, most schools sent notices to parents and students about the return to in-person learning from the morning of October 7. However, from the night of October 6 to the morning of October 7, Hanoi experienced localized rain and thunderstorms, with some places experiencing very heavy rain. During the thunderstorms, tornadoes, lightning, and strong gusts of wind may occur, causing localized flooding, falling trees, traffic jams, and unsafe travel.

Closely monitoring weather developments and implementing the direction of the Hanoi Department of Education and Training in previous announcements, school principals have decided to stop students from studying in person and switch to online learning.

The announcement of Nguyen Ba Ngoc Primary School (Ngoc Ha Ward) stated: Due to the impact of storm No. 11 causing heavy rain and localized flooding on many streets, the school will allow students to take a day off from in-person classes on October 7, 2025 to ensure safety. The school will organize make-up classes online or combine in-person and online classes according to the announcement of the homeroom teacher.

The Board of Directors of Van Ho Secondary School (Hai Ba Trung Ward) announces: Due to heavy rain all night and strong gusts of wind, to ensure the safety of students, teachers and staff, on October 7, 2025, the entire school will stop in-person classes and switch to online learning. The school requests parents to manage and ensure the safety of their children during the storm.

From 6:00 a.m., Nguyen Gia Thieu High School (Bo De Ward) sent a notice to parents, stating: Based on the weather report at 5:30 a.m. on October 7, 2025 on VTV1, the school decided that all morning classes on October 7 will continue to be online according to the schedule. Afternoon classes will be announced before 11:30 a.m. on October 7, 2025.

However, many schools still organize in-person classes due to less impact from the storm. From 6am, Ngo Quyen High School - Ba Vi (Co Do commune) sent a notice: All students of the school go to school as usual according to the schedule on Tuesday (October 7). Homeroom teachers are requested to immediately notify students and parents so that they can prepare to go to school on time, ensuring learning order.

Thach That High School (Thach That Commune) also informed: On the morning of October 7, in Thach That area, the weather was good, no rain or light rain in some places, so the school decided to teach in person. The school respectfully asks parents to inform their children and remind them to attend school regularly and on time.

If the student's area is flooded and difficult to travel or there is heavy rain, not ensuring the safety of the students, parents should contact the homeroom teacher to request leave for their children. Respectfully announced!

On the afternoon of October 6, in Notice No. 3 sent to the People's Committees of 126 wards and communes and affiliated schools on proactively responding to heavy rain caused by the circulation of storm No. 11 (storm Matmo), the Hanoi Department of Education and Training stated:

To ensure absolute safety for students, teachers and school facilities, the Department recommends that school principals and heads of units base on actual weather conditions in the area, conditions of facilities and traffic safety to proactively decide on appropriate teaching and learning methods; ensuring absolute safety for students, staff, teachers and employees.

The Hanoi Department of Education and Training requires units to continue to strictly implement the contents of Notice No. 2, especially closely monitoring weather developments; reviewing and clearing drainage systems, schoolyards, cafeterias, and boarding areas. At the same time, arrange to be on duty, update and promptly report on rain and flood situations, and impacts on teaching and learning activities (if any) to the Department of Education and Training for synthesis and handling according to regulations.
