Information technology students join forces to support the government in digital transformation

This is the first campaign according to Plan No. 40/KH-UBND dated August 11, 2025 of the People's Committee of Da Nang City on organizing the sending of IT volunteer students to support IT application and digital transformation in wards and communes in the city.

During summer vacation, Hieu volunteered to take on the task with the desire to contribute part of his youth to support the local government and people.

At the Ba Na Commune Public Administration Service Center, student Huynh Le Ngoc Dung (Duy Tan University) actively supported and guided people through online application procedures. Although Dung and her friends had received training from the Department of Science and Technology before, they still encountered initial difficulties in their actual work.

“Most of the people who come here have not registered to submit their application online, so we have to guide them from the beginning. In some cases, they have not registered for VNeID level 2, so I have to guide them to go to the Commune Police to activate it,” Dung shared.

The pair of friends Dinh Van Dat and Mac Do Gia Huy (FPT University Danang) actively guided people to install and use the Danang Smart City application on their phones to optimize the implementation of administrative procedures.

“On the Danang Smart City application, there is an AI virtual assistant. If people are instructed and use it well, they can be completely flexible in preparing documents and registering online at home before going to the public administrative service center, shortening the waiting time,” Dat said.

In localities, student forces will support officials and civil servants in handling technical problems with IT equipment; instructing on the use of management software, online public service systems and popular artificial intelligence (AI) tools in administration.

In addition, it guides businesses and people to use equipment at public administrative centers; supports online application submission, result lookup, use of personal digital signatures and digital platforms of Da Nang city...

Through review by the Department of Home Affairs and registration from localities, there are currently 69 wards and communes in the city in need of support for IT students.

Mr. Tran Van Lien, Deputy Director of the Public Administration Service Center of Hoa Vang Commune, said: “Hoa Vang Commune is characterized by agriculture, most of the people are farmers, so there are some limitations in accessing IT and using online public services. The presence of the volunteer team is very timely .”

Student volunteers with their youth and IT skills help people access and make good use of online public services. In addition, they reduce pressure on officials, civil servants, and public employees, and speed up the process of processing documents.

According to Mr. Nguyen Thanh Hong, Director of the Department of Science and Technology, the policy of sending IT students to support wards and communes aims to strongly promote the application of IT and digital transformation, serving the activities of local authorities, especially in providing and handling administrative procedures for people and businesses.

After this launch, the Department of Science and Technology, schools and agencies will organize the next launches according to the needs of communes, wards and student registration.

The deployment of student volunteers to support communes and wards operating in the organization of a 2-level local government model according to the Prime Minister's Conclusion at the first 6-month review meeting of 2025 of the Government's Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06.

Previously, to support communes and wards in operating in the initial period of organizing the 2-level local government model, from July 1, 2025, the Department of Science and Technology mobilized human resources from enterprises in the industry (VNPT, Post Office, Viettel) to directly support communes and wards in applying IT, with 2 people/commune, ward.
