Judicial work contributes positively to the socio -economic development of the province.

Implementing the Resolution of the Provincial Party Committee and the Decision and Directive of the Provincial People's Committee on socio-economic development tasks; the Decision of the Minister of Justice on promulgating the Plan to launch the annual emulation movement of the Justice sector, the Department of Justice of Tay Ninh has issued the annual provincial judicial work plan to submit to the Provincial People's Committee for approval, organized the implementation of tasks and launched collectives and individuals in the whole sector to strive to compete to excellently complete the tasks.

In particular, the unit has excellently completed assigned professional tasks, completing 100% of the work according to the plan, ensuring it is on time and ahead of schedule in areas such as: legal document work (VBQPPL), legal dissemination and education (PBGDPL), administrative violation handling management and law enforcement monitoring, judicial support, judicial administration, and legal aid.

At the same time, 100% of the sudden and arising tasks assigned by the Provincial People's Committee or the Chairman of the Provincial People's Committee were also completed, with no overdue or incomplete tasks. Through assessment and classification, the Department of Justice was honored for 5 consecutive years (2020 - 2024) by the Ministry of Justice as having excellently completed its tasks and was always ranked in the top 10 units of the Department of Justice nationwide with many outstanding achievements.

In the work of building and appraising legal documents, the Department promptly institutionalizes the State's guidelines, policies, and laws; regularly links the work of building legal documents with the work of inspecting and reviewing legal documents and the work of monitoring law enforcement.

Pay special attention to strictly controlling the consistency, synchronization, feasibility, ensuring appropriateness in authority, constitutionality, legality, feasibility and consistency in the system of legal documents of the industry and the system of legal documents of the province.

Along with that, the Department attaches great importance to the appraisal of draft legal documents. The appraisal content always aims to increase criticality and high analysis, contributing to promptly preventing from the beginning unfeasible issues or issues with signs of illegality after the documents are issued.

Over the past 5 years, the Department has coordinated with provincial departments and branches to advise the Provincial People's Council and People's Committee to issue hundreds of legal documents in the sectors and fields under its management in the province. The legal documents provide detailed regulations on assigned articles, clauses, points or policies and measures to ensure the implementation of legal documents of superior state agencies, including 6 legal resolutions stipulating policies and measures of a specific nature of the province and stipulating policies and measures to ensure the implementation of the Constitution, laws, legal documents of superior state agencies; measures to develop the economy - society, budget, national defense and security.

With the assigned tasks, in recent years, the Department has performed well its role as the Standing Agency of the Provincial Legal Dissemination and Education Coordination Council. The Department of Justice has identified the dissemination and education of law as the top priority task, always focusing on innovating the form and improving the quality of this work.

In particular, the Department has made outstanding achievements in grassroots mediation work, with the successful mediation rate continuing to increase, contributing positively to building solidarity in the community, reducing complaints and denunciations, and ensuring security, order and social safety in the locality.

Up to now, the province has 1,002 mediation teams with 6,011 mediators; the annual successful mediation rate has increased, always maintaining a rate of over 90%. By the end of 2024, the successful mediation rate in the province will reach 95.6%.

Along with that, in the fields of work such as administrative violation handling management, law enforcement monitoring; civil status work, authentication, adoption, judicial records; state management work on judicial support; legal aid and administrative reform, the Department has focused on implementation and has been recognized and highly appreciated by the Ministry of Justice, the Provincial Party Committee, the People's Council and the Provincial People's Committee.

Continuously over the 5 years 2020-2024, the Party Committee of the Department of Justice has been classified as having completed its tasks well or better, including 3 consecutive years 2022, 2023, 2024 when it was classified as having completed its tasks excellently, and was commended by the superior Party Committee as a typical exemplary unit.

To achieve the above achievements, in recent years, the Department has always received the attention and direction of the Provincial Party Committee, the Provincial People's Committee, the Ministry of Justice and the coordination of sectors and localities, creating favorable conditions for the sector to go in the right direction, on the right target to excellently complete the set political tasks. Thereby, ensuring the quality and uniformity of local judicial work, making positive contributions to the socio-economic development of the province and contributing to the Judicial sector in excellently completing its tasks over the past 5 years.

With many innovative, breakthrough and correct policies of our Party and State to remove obstacles arising from practice, paving the way for development creation in the spirit of Resolution No. 27-NQ/TW, dated November 9, 2022 of the Party Central Committee on continuing to build and perfect the socialist rule-of-law State of Vietnam in the new period; Resolution No. 66-NQ/TW, dated April 30, 2025 of the Politburo on innovating the work of building and enforcing laws to meet the requirements of national development in the new era, Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, etc.

Strengthening forecasting and improving the quality of law-making work

To contribute to affirming the position and role of the Vietnamese Judiciary in general, the Judiciary of Tay Ninh province in particular in the coming time, with the determination to continue to strengthen the work of building an increasingly strong Party; pay attention to building and improving the quality, exemplary pioneering spirit, and moral qualities of the team of cadres, civil servants and public employees of the Judiciary sector to contribute to promoting solidarity and unity in leadership to excellently complete the tasks of Party building and assigned political tasks.

Thereby, with its assigned role and responsibility, in order to contribute to perfecting the legal system in the direction of democracy, fairness, synchronization, unity, publicity, transparency, feasibility with a strict and consistent implementation mechanism, ensuring the legal basis for the normal and continuous operation of agencies after the organizational arrangement, the entire Judicial sector of Tay Ninh province is determined to successfully and effectively carry out a number of tasks and solutions.

Firstly, strengthen the leadership and direction of the entire industry system, preside over and closely coordinate with agencies, units and localities in the work of building and enforcing laws. Always identify the building and perfecting of institutions and laws and the inspection and supervision of law enforcement as the core, continuous and regular tasks of the industry and localities. Strictly implement the Party's leadership on discipline, regulations on power control, prevention and fight against corruption, waste, negativity and "group interests" in building and enforcing laws.

Second, the work of law-making must fully, correctly, and promptly institutionalize the Party's policies and guidelines; contribute to making institutions and laws a competitive advantage; resolutely abandon the mindset of "if you can't manage, then ban"; promote democracy, respect, ensure, and effectively protect human rights and civil rights.

Third, proactively research, propose, and coordinate policy and law proposals early, from practice, contributing to enhancing forecasting and improving the quality of law-making work. Pay attention to preliminary and final summaries, practical surveys, and policy impact assessments. Policy selection must be carried out thoroughly, practically, and scientifically. Strengthen policy communication, especially policies that have a great impact on society, people, and businesses.

Fourth, pay attention to creating breakthroughs in law enforcement, ensuring that laws are implemented fairly, strictly, consistently, promptly, effectively and efficiently; closely linking law making and enforcement. Ensure effective law enforcement to promote socio-economic development in the province.

Fifth, promote the strong application of information technology, innovation, digital transformation, and application of artificial intelligence in law-making and enforcement... Pay attention to resources for the dissemination and education of law, and legal aid for special and disadvantaged groups, ethnic minorities...
