In order to uniformly and effectively implement Decree No. 80/2024/ND-CP nationwide, the Ministry of Industry and Trade requests 63 provinces/cities directly under the Central Government to direct specialized electricity agencies to inspect and supervise renewable energy power generation units and large electricity users under their management in compliance with the provisions of Decree No. 80/2024/ND-CP and relevant legal provisions, including legal provisions on planning and investment (including compliance with national power development plans and provincial plans approved by competent authorities); Regulations on granting electricity operation licenses; Regulations on fire and explosion prevention and safety in construction, land, environmental protection and safety in electricity use; Regulations on electricity purchase and sale and contracts; Other relevant legal provisions.

Localities are responsible for monitoring and managing the list of large electricity customers under their management to directly buy and sell electricity through private connection lines as prescribed in Point a, Clause 2, Article 29 of Decree No. 80/2024/ND-CP.

At the same time, conduct inspection, supervision, resolve complaints, and handle violations in the process of implementing the direct electricity purchase and sale mechanism within the scope of management areas.
