On the other hand, departments, branches, and People's Committees of communes and wards review and complete plans to respond to low pressure, storms, floods, landslides, and flash floods according to the "4 on-site" principle; deploy solutions to drain water, reinforce, and reduce the load at landslide points; review, update, and prepare plans to evacuate people from dangerous areas; commune authorities inform and warn each household; strengthen inspection and ensure the safety of reservoirs, especially small reservoirs, key works, and those under construction; prepare operation and regulation plans, and be ready to handle unusual situations. Localities organize forces to guard, control, support, and guide to ensure safe traffic, especially at underground, spillways, deep flooded areas, rapids, and landslides; and resolutely not allow people and vehicles to pass when it is unsafe.
The relevant agencies shall arrange forces, materials and means to overcome incidents and ensure smooth traffic on main routes during heavy rains; arrange forces, materials and means in key areas, ready to respond, rescue and salvage; reserve food, provisions and necessities in easily isolated residential areas, to avoid shortages during prolonged rains and floods.
The Chairman of the People's Committee of Son La province requested telecommunications enterprises to ensure infrastructure safety, maintain continuous information between the Central, the province, communes and villages; promptly fix any loss of contact. The relevant agencies must deploy measures to ensure the safety of personnel, equipment and infrastructure, not to interrupt students' learning, provide emergency care, medical examination and treatment, and promptly restore medical activities after storms and floods.
