On the occasion of attending the second ASEAN Future Forum in Hanoi, on the morning of February 26, Prime Minister Pham Minh Chinh and Malaysian Prime Minister Anwar Ibrahim had breakfast and worked. Also in the morning, Prime Minister Pham Minh Chinh received Chinese Deputy Foreign Minister Sun Weidong on the occasion of his visit to attend the second ASEAN Future Forum. In the afternoon, Prime Minister Pham Minh Chinh and New Zealand Prime Minister Christopher Luxon attended a working lunch session on technology: "ASEAN embraces the future: Mastering new technologies". On the morning of February 26, a traffic accident between a school bus and a motorbike occurred at the intersection of Nguyen Van Quang Street - Road 1B - Road No. 7, Nam Long residential area, Hung Thanh ward, Cai Rang district, Can Tho city, injuring 3 people. For the first time in the three-year Russia-Ukraine conflict, the UN Security Council, chaired by China for the month, has adopted a draft peace resolution drafted by the US. The draft peace resolution for Ukraine proposed by the US received 10 votes in favor, five abstentions from Europe and no votes against. On February 25, Seattle federal judge Jamal Whitehead ruled to block President Donald Trump's executive order indefinitely suspending the refugee admission program into the US. The ruling was made after a coalition of plaintiffs (including refugee support organizations and refugees affected by the order) filed a lawsuit, claiming that Trump exceeded his executive authority, violated Congress's legislative powers on immigration law by abruptly stopping the program and freezing federal funding for resettlement agencies. On February 25, Israeli Defense Minister Katz confirmed that his country's warplanes had carried out airstrikes in southern Syria, as part of its policy of "demilitarizing" the region. On February 25, the Ecuadorian government declared a state of emergency in eight coastal provinces and the southern region affected by heavy rains and floods this rainy season. Heavy rains since January have affected 23 of Ecuador's 24 provinces, causing landslides, floods, and the collapse of many structures. On February 26, Thai police announced a serious bus accident that killed 18 people and injured 31 others. According to initial information, the bus involved in the accident was one of three double-decker buses carrying local government officials on a field trip. While traveling on a steep road in Prachinburi province, east of the capital Bangkok, the bus's brakes failed, it went downhill and crashed into a ditch. Police said there were a total of 49 people on the bus, of which 17 died at the scene and one later died after being taken to the hospital.
