Speaking at the seminar, Vice President of the National Assembly Nguyen Thi Thanh affirmed that the seminar is very important, a highlight within the framework of the visit of President of the Cuban National Assembly Esteban Lazo Hernández to Vietnam as well as in a series of parliamentary exchange and cooperation activities between the two countries in recent times.
The Vice Chairman of the National Assembly highly appreciated the proactive spirit and close coordination of the Economic and Financial Committee with the agencies of the Party, the Government and relevant agencies of Vietnam and Cuba in organizing the dialogue. Thereby, he hoped that all the sincere discussions and sharing opinions as well as the friendship between Vietnam and Cuba over the past 65 years would bear fruit and achieve more results in the coming time.

The Vice Chairman of the National Assembly assigned the Economic and Financial Committee as the focal point of the Vietnamese National Assembly to fully share the information that the Cuban delegation was interested in and raised at the discussion.

At the seminar, delegates listened to presentations and discussed and exchanged on the development of the Communist Party of Vietnam's awareness of private economic development in the 40 years of implementing the Doi Moi (1986 - 2025); the development of the private economic sector in the Vietnamese economy since 1986; some experiences of Vietnam in building and perfecting policies and laws on developing the non-state economic sector and promoting investment and business activities of enterprises.

Opinions say that the development in the awareness of the Communist Party of Vietnam about the private economy in 40 years of implementing the Doi Moi process is associated with the process of pondering, exploring, selecting, and developing theoretical thinking about the country's development path, about the socialist-oriented market economic model with State management under the leadership of the Communist Party of Vietnam.

In addition to economic growth, the private economy also makes great contributions to social progress and sustainable development, including hunger eradication and poverty reduction, helping Vietnam firmly overcome the Covid-19 pandemic and the global economic downturn. Income for workers in private enterprises has also surpassed that of the state-owned enterprise sector and is increasingly widening the gap; total income generated for workers by domestic private enterprises will reach VND1,170 trillion (equivalent to USD46.8 billion) in 2023, approximately 10% of the country's GDP in the same year.
The opinions also highlighted the achievements in private economic development; pointed out existing difficulties and shortcomings, proposed solutions to remove them, and further promoted the development of the private economic sector in the two countries.

Acknowledging the meticulous preparation work of the Economic and Financial Committee, President of the Cuban National Assembly Esteban Lazo Hernández highly appreciated the delegates' dedicated and specific sharing on the development of Vietnam's private economy as well as Vietnam's lessons learned.
The President of the Cuban National Assembly also pointed out that Vietnam's economy has made steady and remarkable progress. In 1993, Vietnam's poverty rate was over 58%, but now it has dropped to only about 1-2%. That is the ultimate goal of socialism, aiming at the prosperous development of the country and improving the quality of life for the people. Along with that, political and ideological work must also be promoted. Enterprises in all different economic sectors have an important role and must create favorable conditions for these entities to develop to move the country forward.
The President of the Cuban National Assembly hopes that the Economic and Financial Committee will support and respond in writing to ensure full, detailed, and specific information on the following issues: incentive policies for the private economic sector; how the private economy participates in social fields; participates in giving opinions and suggestions on public policies, credit policies, policies to support businesses in recovery or bankruptcy...

The President of the Cuban National Assembly believes that through the dialogue, Cuba will gain valuable lessons to develop the private economic sector; the regular inter-parliamentary dialogues and seminars will continue to deepen the relationship between the two countries in general and the two National Assemblies in particular.

At the discussion, on behalf of National Assembly Chairman Tran Thanh Man, Vice President of the National Assembly Nguyen Thi Thanh presented the President of the Cuban National Assembly with a USB containing a documentary film by Vietnam National Television with the theme “Seeds of Happiness”. The film tells a simple story about the CT16 rice variety - not only a high-yielding rice variety but also a symbol of Vietnam's spirit of sharing with its close friend Cuba. The Vice President of the National Assembly believes that these seeds will bloom in the fields of Cuba in the near future.
