In 2014, the United Nations decided to designate 15 July of each year as World Youth Skills Day (WYSD), focusing on the strategic importance of equipping young people with skills for employment, decent work and entrepreneurship. This year, the theme of WYSD is “Youth Skills for Peace and Development”, emphasizing the important role of young people in peacebuilding and conflict resolution efforts.

The discussion took place in the context that Vietnam's labor productivity is assessed to be lagging behind Japan by 60 years, Malaysia by 40 years and Thailand by 10 years. Therefore, vocational skills training for Vietnamese youth is of particular interest to managers, businesses and schools.

According to Associate Professor Dr. Nguyen Thi Viet Huong - Deputy Director General of the General Department of Vocational Education, up to now, the rate of trained workers with degrees and certificates in Vietnam is 28.1%, much lower than that of regional and continental countries, while the Government 's target for 2030 is that the rate of trained workers with degrees and certificates will reach 35 - 40%. The whole country still has 37.8 million untrained workers, many occupations and fields still do not have a set of measurement tools or a system for surveying, evaluating and granting vocational skills certificates.

At the seminar, the "three houses" (managers, schools, businesses) need to sit down and discuss how to develop vocational skills for Vietnamese youth?

Speaking at the seminar, Mr. Nguyen Hai Duc - Chairman of the Vietnam Elevator Association affirmed that improving vocational skills is an inevitable trend to increase labor productivity. This is a big problem, requiring many synchronous solutions, so the delegates attending the seminar need to go straight to the problems, make recommendations and propose solutions.

Director of the Institute of Occupational Safety and Hygiene (Vietnam General Confederation of Labor) Nguyen Anh Tho said that the capacity of high-quality labor does not mean only being in the group with high education, high qualifications, or simply taking the number of professors, doctors, engineers to evaluate the quality of labor. Vietnam has 52.4 million young workers, this is the "golden population" ratio that needs to improve vocational skills for this group of workers.

Mr. Hoang Duc Long - Deputy Head of the Faculty of Electronics, Hanoi High-Tech Vocational College affirmed that through regional vocational exams, Vietnam is not inferior. The problem is that the Ministry of Labor, War Invalids and Social Affairs and state management agencies need to develop policies to train high-quality human resources.

For example, in the elevator industry, in the past, schools only taught vocational skills, and if you wanted to develop your career, you had to work in a business, where there was a modern environment and equipment. Now, we have to connect schools and businesses so that students can develop their skills from the classroom, and combine recruitment from the time of enrollment. Schools also need to invest in a modern laboratory system so that students can quickly access new technology.

General Secretary of the Vietnam Elevator Association Nguyen Huy Tien said that from the opinions of representatives of state management agencies, enterprises, and schools, we have a comprehensive picture of vocational skills in general and vocational skills for young people in particular. Many opinions at the discussion will be compiled to contribute to the draft Law on Employment (amended) chaired by the Ministry of Labor, War Invalids and Social Affairs.
