Speed ​​up the implementation of tasks of science and technology development, innovation, digital transformation and Project 06

On the morning of March 25, the Provincial People's Committee held the first meeting of the Provincial People's Committee's Steering Committee on science , technology development, innovation, digital transformation and Project 06.

Comrade Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee of the Provincial People's Committee on science and technology development, innovation, digital transformation and Project 06 spoke at the meeting.

The meeting was chaired by comrades: Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee of the Provincial People's Committee on science and technology development, innovation, digital transformation and Project 06 (referred to as the Steering Committee); Pham Van Nghiem, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Permanent Deputy Head of the Steering Committee; members of the Steering Committee.

At the meeting, Decision No. 427/QD-UBND dated March 20, 2025 on the establishment of the Steering Committee of the Provincial People's Committee on science and technology development, innovation, digital transformation and Project 06 of Thai Binh province was announced.

Also at the meeting, leaders of the Department of Science and Technology, the Provincial Police, and the Department of Home Affairs reported and proposed drafts including: Operating regulations, notice of assignment of tasks to members, 2025 operating plan of the Steering Committee; Decision of the Steering Committee to establish a subcommittee for the implementation of science, technology, innovation, and digital transformation development; draft plan to implement the Conclusion of the Provincial Party Secretary, Head of the Steering Committee for science, technology, innovation, and digital transformation development of the province in Notice No. 02-TB/BCĐ dated March 14, 2025; report and propose the draft Decision of the Steering Committee to establish a subcommittee to implement Project 06; report and propose the draft Decision of the Head of the Steering Committee to establish a subcommittee for administrative reform.

The Steering Committee's draft 2025 action plan specifies 143 key tasks to be implemented; which clearly states the work content, implementing agencies, implementation time, and coordinating agencies. Specifically, the focus will be on developing outstanding mechanisms and policies to support and encourage organizations, individuals, and businesses to invest and develop laboratories, scientific and technological organizations in the fields of health , pharmaceutical industry, plant varieties, and aquaculture; building specific mechanisms and policies to develop high-quality human resources focusing on a number of key industries of the province and key areas in which the province has advantages, orientations, and priorities for development. Digitize records and results of administrative procedure settlement according to the provisions of Decree No. 45/ND-CP dated April 8, 2020 and Decree No. 107/ND-CP dated December 6, 2021 of the Government, reaching over 95% of the total number of records and results received and settled; ensure that 100% of administrative procedures related to enterprises are carried out online, smoothly and effectively; 100% of administrative procedures are not limited by provincial administrative boundaries...

Delegates and members of the Provincial People's Committee's Steering Committee on science, technology, innovation, digital transformation and Project 06 spoke at the meeting.

Delegates focused on discussing, analyzing, and evaluating the implementation of science, technology, innovation, digital transformation, administrative reform, and Project 06 activities in the past time; proposing a number of tasks and solutions to overcome and remove difficulties and obstacles in the coming time.

In his concluding remarks, Comrade Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee of the Provincial People's Committee requested departments and branches to proactively develop implementation plans, with a roadmap and progress for each specific task. Urgently review the tasks in the 2025 work program and plan of the agencies and units and the roadmap for implementing tasks in each month according to the motto of 5 clear: "Clear people, clear work, clear time, clear responsibility and clear results", report the implementation results to the Steering Committee. Request the members of the Steering Committee and all levels and branches to focus on implementation with the spirit of urgency and the highest determination to effectively implement the tasks on science and technology development, innovation, digital transformation and Project 06. During the implementation process, it is necessary to promptly report difficulties and problems to find solutions to speed up the implementation progress. Assign the Department of Science and Technology to promptly collect the opinions of the delegates to complete the 2025 action plan of the Provincial People's Committee's Steering Committee on science, technology development, innovation, digital transformation and Project 06 of Thai Binh province.
