Speed up construction, strive to energize 500kV line circuit 3 by June 30, 2024

That was the request of Comrade Pham Minh Chinh, Politburo member, Prime Minister when chairing a direct and online meeting with ministries, branches and localities to listen to reports on the progress and implementation of the 500kV line 3 from Quang Trach ( Quang Binh ) to Pho Noi (Hung Yen), on the afternoon of April 1. Comrade Tran Hong Ha, Member of the Party Central Committee, Deputy Prime Minister and leaders of several central ministries and branches also attended the meeting.

At Thai Binh bridge, comrades: Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Quang Hung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee and leaders of a number of relevant departments, branches and localities attended the meeting.

To achieve the milestone of June 30 to complete and put into operation the 500KV line 3 from Quang Trach (Quang Binh) to Pho Noi ( Hung Yen ), Prime Minister Pham Minh Chinh requested ministries, branches, localities, and contractors to review the progress and discuss solutions to overcome difficulties. The Prime Minister noted that the current workload of the project is still large, and to reach the finish line on time, it is necessary to mobilize all resources to complete the project; the goal is to meet the energy source for national development, not to let power shortages occur, causing difficulties for production and business activities of enterprises, people's lives, and affecting the image, competitiveness, investment and business environment of the country.

At the meeting, delegates listened to reports from leaders of the Ministry of Industry and Trade, the State Capital Management Committee at Enterprises, the Government Office, the General Contractor, and localities on the implementation status and progress of the project. Accordingly, up to now, the overall progress of the project has reached nearly 50%, the contractor is focusing on human resources and machinery to speed up the construction of foundations, pole installation, and wire pulling, striving to reach the finish line on schedule assigned by the Government.

Reporting on the implementation of the project in Thai Binh, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, said: The 500kV line 3 circuit passing through Thai Binh has a total length of 38.93km with 107 pole positions. The area of land for the pole foundation occupies 10.16ha, the area of land for the corridor is 1.98ha. Thanks to the good work of site clearance, propaganda, and mobilization of people in the project area to agree and join hands in implementation, by March 31, the construction unit is implementing construction on all pole foundation positions; of which 47 positions have been completed, 60 foundation positions are being dug, 8 poles have been completed and 8 other poles are being erected. The province regularly directs and urges the districts of Vu Thu, Dong Hung, Hung Ha, and Quynh Phu to actively implement site clearance and handover to investors and coordinate, support, and create favorable conditions for human resources, machinery, construction materials, on-site logistics, and ensure security and order to help contractors carry out projects throughout holidays and Tet, speeding up the construction progress of the project. It is expected that the foundation will be completed by April 30, the pole erection will be completed by May 30, and the wire pulling will be carried out from April 25 to June 30. Thai Binh commits to creating the most favorable conditions for investors and construction units to implement project items in the province to complete them on schedule as required by the Government and the Prime Minister.

Concluding the meeting, Prime Minister Pham Minh Chinh acknowledged and commended ministries, branches and localities for focusing on directing, supporting and creating favorable conditions for Vietnam Electricity Group to implement the project as quickly as possible.

Regarding the project's progress, the Prime Minister agreed that the construction and installation of the 500kV line 3 must be completed by June 20 to energize on June 30. Localities are requested to continue reviewing problems, proactively take measures to resolve them, and coordinate with relevant ministries and branches to resolve them promptly and effectively. Ministries and branches coordinate with the Electricity Group to develop a framework for compensation for site clearance and social security policies to ensure legitimate rights for the people. Construction contractors need to mobilize all forces to quickly deploy, meeting the quality, technical and aesthetic requirements of the project and ensuring safety. Absolutely do not allow harassment and negativity to occur during the project implementation process.

The Prime Minister requested all levels and sectors to jointly implement 5 high consensuses: consensus in recognizing the importance of the project; consensus in completing the project on schedule; consensus in effective coordination between ministries, sectors and localities; consensus in completing the handover of the site to investors and contractors; consensus in completing the policy framework to ensure compensation for people before April 10, 2024.
