Realizing the "Red River miracle"
The working trip took place in the context that Deo Ca Group is promoting international cooperation activities and selecting experiences to mobilize resources for upcoming key projects.

Receiving trust and support from Party and State leaders, Deo Ca Group, the leading unit of the Deo Ca - Van Phu joint venture, has organized research, proposed and implemented the Red River Boulevard - Landscape project.
With a total estimated investment of up to 300,000 billion VND (excluding site clearance costs), the project includes many investment items such as the Red River boulevard for motor vehicles, the urban railway system serving public transport and green spaces along the river. Therefore, the project requires the mobilization of large domestic and foreign resources to start construction early in January 2026 and complete before 2030 as required by the Hanoi People's Committee.
After receiving instructions from General Secretary To Lam on August 22 and opinions from Hanoi leaders, Deo Ca Group organized a working delegation to Seoul to learn from the experience of Korea's "miracle of the Han River", and then apply it to create a "miracle of the Red River" in Vietnam.
During an inspection trip along the Han River in Seoul on the afternoon of September 26, Chairman of the Board of Directors Ho Minh Hoang noted that some sections of the overpass were reasonably designed, suitable for Deo Ca Group to refer to and study for application. Notably, the solutions to lower the height of the overpass were designed to preserve the landscape on both banks, while ensuring clearance at intersections with the bridge system that had been built before on both sides of the river.
In addition, the working group noted that some viaduct sections running along the Han River have a high density of pillars, with more than 30 bridges crossing the river, entailing a large volume of concrete structures.
The “Miracle on the Han River” refers to the period of rapid industrialization in South Korea, which took place in the mid-20th century and lasted until the early 21st century. During this period, Seoul became the world's leading financial and technological center, taking advantage of urban planning projects to turn the Han River into a “development axis”.

Faced with this reality, the leaders of Deo Ca Group have frankly discussed with Korean experts to find optimal solutions and lessons learned. According to the experts' explanation, because the Han River Boulevard project was renovated 18 years ago (2007), at that time the technical conditions and standards did not allow for the application of more optimal solutions, such as using TBM (Tunnel Boring Machine) tunneling technology to reduce the impact on the natural landscape on both banks.
This is practical experience for Deo Ca Group to research and find more optimal tunnel drilling solutions, to preserve the natural landscape of the Red River (Hanoi) and minimize the impact on the environment of the capital area.
The Chairman of the Board of Directors of Deo Ca Group also frankly discussed with Korean experts about the scenario of flood flow exceeding 3,000 m³/s in the summer. At that time, it is necessary to build a system of upstream flood control reservoirs to regulate the flow, reducing the pressure of flow to the downstream of the Han River. At the same time, it is necessary to periodically dredge the riverbed and canals to increase flood drainage capacity, minimizing urban flooding.
One of the issues that Deo Ca Group paid special attention to during the inspection trip on the afternoon of September 26 was the plan to treat wastewater before discharging it into the Red River section through Hanoi and to take care of the vegetation system in the way Seoul has done. Only by completely solving this "problem" can we overcome the pollution situation, improve water quality and create a "green tourism" flow that attracts international visitors.
In addition, through discussions with Deo Ca Group on sustainable urban transport development, the Seoul city government also learned many lessons from exploiting the Han River Boulevard: promoting the bus system along the river, researching and implementing a monorail route - similar to the proposal of Deo Ca Group for the Red River Boulevard - Landscape project, to increase public transport capacity, limit personal vehicles and reduce congestion in the inner city area.
After the discussion, Deo Ca Group proposed that the Mayor of Seoul support the connection with Korean enterprises with rich experience in investing, designing and developing riverside urban areas. At the same time, report to the Embassies and Governments of the two countries to expand cooperation in the fields of investment, construction, training and transfer of new technologies.
Expanding international cooperation promotion
Previously, the Deo Ca Group delegation worked with POSCO Group to discuss the prospects for investment and construction cooperation in the Red River Boulevard - Landscape project, as well as other transport infrastructure projects in Vietnam under the public-private partnership (PPP) model.
Promoting its strengths in manufacturing and constructing steel works and its experience in implementing many projects in Vietnam, POSCO is expected to bring to Deo Ca advanced solutions, shortening progress by using modular construction methods, and coordinating the supply of materials for railway projects in Vietnam.

At the meeting, leaders of Deo Ca and POSCO expressed their hope to soon establish a strategic partnership in PPP projects on highways, bridges and road tunnels in the coming time.
Also during the trip, the Deo Ca Group delegation had working sessions to promote cooperation opportunities with a number of typical brands in Korea such as Yooshin Engineering design consulting company, Hoban Construction company, KIND company, etc.
Through cooperation promotion activities with leading Korean partners in the infrastructure sector, Deo Ca Group is gradually improving its position and resources to realize the "Red River miracle" in the new era of the country.
Since June 2025, the consortium led by Deo Ca Group has conducted field surveys of infrastructure development models associated with urban space-landscape planning, traffic connections and urban management, especially water control and flood regulation solutions in the areas along the Truong Giang and Gia Lang rivers in Chongqing (China), where modern traffic solutions are effectively applied in harmony with nature.
