Training to support the removal of obstacles for long-standing projects

On the afternoon of September 5, the Ministry of Finance organized an online national training conference to 34 provinces and cities on the database system of the Steering Committee on resolving difficulties and problems of backlogged projects (Steering Committee 751). In April 2025, the Prime Minister signed Decision No. 751 on the establishment of a Steering Committee to resolve difficulties and problems of backlogged projects. The Ministry of Finance is the standing agency of the Steering Committee, responsible for ensuring the operating conditions of the Steering Committee.

The Ministry of Finance has presided over and coordinated with relevant agencies to build a database system of investment projects with difficulties, problems, and long-term backlogs (referred to as System 751) similar to the public investment system to classify problems and causes; thereby providing feasible and effective solutions; updating and sharing information with ministries and branches according to state management functions to advise the Government and the Prime Minister to remove and resolve.

For Thai Nguyen province as well as a number of ministries, branches and localities, in the process of data entry, there are sometimes confusions, not properly and fully implementing the contents according to the requirements and instructions of the Steering Committee such as: Not providing enough project information; not fully reporting difficulties and problems; not correctly identifying the subjects to be applied according to the Resolution of the National Assembly; entering wrong units and scale, total investment...

The conference disseminated, thoroughly grasped, and oriented solutions to handle difficult and stuck projects of Steering Committee 751; introduced an overview of the structure of System 751; especially the sharing of information between ministries, branches, and localities; shortened the process of receiving and responding to information; facilitated the work of reviewing, synthesizing, and classifying groups of difficulties and obstacles; transparent information, and authority responsibilities in reviewing and handling outstanding issues.

According to the Steering Committee's report, as of August 22, 2025, 2,991 projects had been received in the system with a total investment of VND 2.5 million billion, divided into 7 groups. The Ministry of Finance has preliminarily classified the projects based on proposals from ministries, branches and localities into groups and proposed appropriate solutions.
