Focus on building a strong, disciplined, elite, modern Lao Cai Provincial Police force to meet tasks in the new situation.

Attending the conference, on the side of Lao Cai province were comrades: Dang Xuan Phong, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Trinh Xuan Truong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; leaders of departments, branches, sectors, and armed forces in the province.

In 2024, the Standing Committee of the Provincial Police Party Committee closely followed the direction of the Central Police Party Committee, the leaders of the Ministry of Public Security and the Lao Cai Provincial Party Committee and People's Committee in leadership and direction, while promoting the sense of responsibility from the head to each officer and soldier with the motto "3 just, 4 clear, 5 more" (learning, doing, and gaining experience; clear people, clear work, clear responsibilities, clear completion time; more exemplary, more proactive, more responsible, more determined, more effective). In particular, strengthening the work of inspection, supervision, and urging on each topic daily, weekly, and monthly; frankly pointing out weaknesses and limitations for each individual and collective, and removing difficulties right at the grassroots level. From there, a movement of saying what you do has been created, a comprehensive change in awareness and action from the commanding leaders to officers and soldiers, striving to excellently complete assigned tasks.

As a result, social order crimes were controlled and reduced by 32.1% compared to 2023 (exceeding 542% of the target assigned by the Ministry of Public Security); the rate of investigation and discovery of social order cases reached 90%; 433 cases and 741 drug criminals were arrested (up 37% compared to 2023). The rate of prosecution for drug trafficking was 241/439 cases, equivalent to 54.4% (up 31.4% compared to 2023). By October 31, 2024, 100% of complex locations and gathering places, drug retail locations and subjects had been basically eliminated.

The tasks of Project 06 have been vigorously implemented by the Provincial Police force on schedule, clearly demonstrating the exemplary and pioneering spirit of the People's Police force, which has been recognized and highly appreciated by the Party Committee, the Government, departments, branches and the People. The results of the implementation of Project 06 of the Government have achieved many outstanding and outstanding achievements such as: Lao Cai ranked 8th out of 63 provinces and cities in the ranking of the index set for directing, operating and assessing the quality of service for people and businesses in performing administrative procedures and public services in the electronic environment, up 5 places compared to 2023; was among the top 17 localities with the rate of online application submission; was one of the first 23 localities to complete the target of providing online public services on the National Public Service Portal. The administrative reform index of Lao Cai Provincial Police increased 26 places compared to 2023, was rated excellent by the Ministry of Public Security, ranked 11th nationwide.

Organized 796 propaganda sessions with nearly 16,000 participants; signed more than 10,000 commitments not to violate the law on weapons, explosives, supporting tools and fireworks; mobilized the collection of 5,172 weapons, explosives, supporting tools (up 141.78% compared to 2023). Traffic accidents decreased in all 3 criteria compared to 2023. Fire and explosion situations decreased by 7 cases, equivalent to a decrease of 22.6% compared to 2023; especially, no fire or explosion causing human casualties occurred.

Party building, force building, and logistics have been focused on, in which political and ideological education and personnel work are identified as breakthroughs and top priorities to build a team of competent police officers at all three levels, equal to the task. In particular, Lao Cai Provincial Police has done a good job of advising the Party Committee and the government to mobilize the entire political system to resolutely implement Resolution No. 12 of the Politburo on "promoting the building of a truly clean, strong, disciplined, elite, modern People's Police force, meeting the requirements and tasks in the new situation". Up to now, 135/135 commune and town police headquarters have been accepted, completed and put into use, meeting the requirements on facilities, fully equipped with means, equipment and support tools according to standards, serving well the working, combat and daily living conditions of officers and soldiers, reaching the finish line 1 year earlier than the target of Resolution 12 of the Ministry of Public Security.

The Provincial Police have proactively advised and closely coordinated with relevant units to overcome the consequences of storm No. 3 in the province. With timely financial support from the Vietnam Fatherland Front Committee of Lao Cai province, the Provincial Police urgently coordinated with local authorities to review and support the construction of 132 houses for people affected by storm No. 3 (in the form of "turnkey"), handing them over to people for use before the Lunar New Year 2025.

With the achievements, in 2024, 225 groups and 522 individuals of Lao Cai Provincial Police were commended by all levels and sectors.

Chairman of the Provincial People's Committee Trinh Xuan Truong awarded Certificates of Merit to outstanding collectives and individuals.

Speaking at the Conference, Deputy Minister Pham The Tung and Provincial Party Secretary Dang Xuan Phong commended and highly appreciated the results achieved by the Provincial Police, which contributed significantly to Lao Cai province's successful implementation of socio-economic development tasks in 2024.

Regarding the key tasks in 2025, the Deputy Minister and the Secretary of Lao Cai Provincial Party Committee requested the Party Committee and leaders of the Provincial Police to continue to closely follow the policies of the Party and State and the direction of the Ministry of Public Security to promptly advise the Provincial Party Committee and the Provincial People's Committee on policies and solutions to protect political security, order and social safety, ensuring safety for the successful organization of Party congresses at all levels. Continue to focus on leadership, direction, and grasp the situation from afar and early on, absolutely not allowing sudden or unexpected events to occur; clearly define the responsibilities of each level of police, from leaders to officers and soldiers in handling security and order situations. Focus on building a truly clean, strong, disciplined, elite, and modern Lao Cai Provincial Police force to meet the requirements and tasks in the new situation, successfully carry out key breakthrough tasks, new requirements for ensuring national security, maintaining social order and safety, and building the People's Police force.
